Proposing additional mechanisms to encourage businesses to invest in worker accommodation

The Ministry of Construction has just responded to voters' petitions in Da Nang City related to participating in investing in a housing project for workers.

The Ministry of Construction has just issued Document No. 11728/BXD-QLN to the Delegation of National Assembly Deputies of Da Nang City to respond to the recommendations of voters of Da Nang City sent after the first session of the 16th National Assembly.

According to the content of the petition, voters reflected that currently foreign-invested enterprises (FDI) still face many difficulties and obstacles in the process of implementing housing construction projects for workers, affecting the assurance of stable housing for workers and the ability to attract and retain long-term workers of enterprises.

Voters proposed to submit to the Government to issue appropriate mechanisms and policies to create favorable conditions for FDI enterprises to participate in investing in building accommodation for workers; and at the same time promote administrative procedure reform related to investment, land, and construction to support enterprises to implement projects smoothly, contributing to stabilizing workers' lives and developing sustainable production and business.

After studying, the Ministry of Construction would like to answer as follows:

In the past time, with the correct guidelines and policies of the Party, under the drastic direction of the Government and the Prime Minister, the entire political system has been involved, focusing and urgently removing difficulties and obstacles in institutions, legal barriers, capital sources, land...; many mechanisms and policies to support the development of social housing and industrial park worker dormitories have been promulgated and put into practice, creating a relatively complete legal corridor, supporting and encouraging businesses to participate in the development of industrial park worker dormitories, ensuring stable accommodation for workers and the ability to attract and retain long-term labor of enterprises.

Accordingly, the 2023 Housing Law and guiding documents have new regulations on developing worker dormitories in industrial parks. Clause 2, Article 92 of the 2023 Housing Law stipulates the form of developing worker dormitories in industrial parks as follows: "Enterprises, cooperatives, production cooperative unions in industrial parks invest in construction or rent worker dormitories in industrial parks to arrange for their workers to rent out".

In addition, in order to continue to support businesses to be more proactive in creating housing to help their workers and employees feel secure at work, on May 29, 2025, the National Assembly issued Resolution No. 201/2025/QH15 piloting a number of specific mechanisms and policies for social housing development, in which Clause 1, Article 10 stipulates:

“1. Enterprises, cooperatives, cooperative unions (collectively referred to as enterprises), state agencies, political organizations, socio-political organizations, public non-business units are allowed to rent social housing from investors of social housing construction investment projects to arrange for their officials, civil servants, public employees, workers, and employees to live in, including workers and employees who are foreigners. Production enterprises in industrial parks are allowed to rent worker accommodation in industrial parks to arrange for their workers and employees to live in, including workers and employees who are foreigners”.

It can be said that, basically, legal documents related to social housing development policies and worker dormitories in industrial parks have been fully and openly issued, creating conditions for relevant entities to implement, especially simplifying administrative procedures, creating favorable conditions for businesses to implement projects.

Currently, the Ministry of Construction is researching and developing policies on rental housing in the draft revised Housing Law, which includes proposals for preferential policies for businesses participating in the implementation of investment projects to build worker dormitories in industrial parks (including foreign-invested enterprises), and at the same time promote administrative procedure reform related to investment, land, and construction to support businesses to deploy smoothly, contributing to stabilizing workers' lives and developing sustainable production and business.

The above is the response of the Ministry of Construction to the recommendations of voters in Da Nang city, respectfully sent to the Delegation of National Assembly Deputies of Da Nang city to inform voters.
