The project is invested by Tay Ha Noi Investment Company Limited with a total capital of about VND 19,700 billion. This is one of the largest real estate investment projects in Bac Ninh province today. In the project area, some of the investor's machinery was previously gathered but has now been moved. Some fields that were dumped by investors have also been restored to their original state.
The family of Mr. Ngo Van Manh (64 years old, Tien Du commune) with 2 sao of rice fields in the project area said that when seeing many brokers bringing customers here to introduce and offer deposits, people were very upset.Ms. Ngo Thi Thu (52 years old, Tien Du commune) has 3 sao of rice fields in the project area and informed many people in the village that they have not agreed on a compensation plan for site clearance.
"The land has not been handed over, the project has not been granted a construction permit, and I don't know where brokers can get information to invite investors to deposit and keep a place here" - Ms. Thu asked.
According to the reporter's records, the project's advertising banners that were once hung in many places around Tien Du commune have now been removed or obscured. However, many brokers, exchanges, and real estate companies still invite interested customers to deposit to buy project housing.
Still offering deposits and reservations
One day in mid-November 2025, we were invited to the office in Bac Ninh of Vhomes Investment and Trading Joint Stock Company (Le Thai To Street, Vo Cuong Ward, Bac Ninh Province).
A man named Hung introduced himself as a branch director and said that the company has a head office in Hanoi and 12 branches nationwide, specializing in distributing real estate projects.
This person introduced the potential for price increases and then invited us to book a booking at the investment project to build a new urban area, tourism, ecology, culture, resort, entertainment in Tien Du commune. "Currently, the company is accepting a willing deposit of 30 million VND/villas or apartments. I will deposit and the company will report to the project director that when there are goods, priority will be given to choosing them," said a man named Hung.
"There are units that have had 50-70 deposit transactions. Aside from being the investor's F1 distributor, F2 distributors sent customers to us but still did not accept them," Hung said.
After that, Hung provided us with a hard copy of the charity deposit contract with a red seal of Vhomes Investment and Trading Joint Stock Company, signed by the representative, Nguyen Minh Nguyen.
According to the contract, Vhomes Investment and Trading Joint Stock Company is located on the 8th floor, No. 18 Khuc Thua Du, Cau Giay Ward, Hanoi City. After that, to continue verifying, we went to the above address and found that no company had such a name.
According to Mr. Nguyen Minh Khoa - Chairman of Tien Du Commune People's Committee, Tien Du Commune People's Committee has imposed a fine on Tay Ha Noi Investment Company Limited - the investor of the project to build a new urban area, tourism, ecology, culture, resort, entertainment in the commune.
Although the project is new in the stage of developing a compensation and site clearance plan, the investor has arbitrarily arranged machinery and equipment such as drilling machines and piles to level and pour concrete onto agricultural production land of farmers with an area of about 0.53 hectares in the silver field, Due Khanh village.
On September 30, 2025, the People's Committee of Tien Du commune issued a decision to sanction administrative violations in the field of land against Tay Ha Noi Investment Company Limited. Administrative violations: Deteriorate land quality. Fine form: 100 million VND, and force restoration to the original state of the land plots.
The representative of the local government also said that the information from brokers offering deposits and reservations at the project as mentioned by the reporter caused difficulties in compensation and site clearance in the locality where the project was implemented.
Chairman of Bac Ninh Provincial People's Committee directs handling
On December 8, the People's Committee of Bac Ninh province issued an official dispatch to the Department of Construction. Accordingly, the Chairman of the People's Committee of Bac Ninh province assigned the Department of Construction to preside over and coordinate with relevant agencies, check information reflecting from Lao Dong Newspaper on the situation of illegal capital mobilization in a number of real estate projects in the province (including the investment project to build new urban areas, tourism, ecology, culture, resorts, entertainment in Tien Du commune), handle according to regulations, report to the Chairman of the Provincial People's Committee on the implementation results.
