On October 15, Lam Dong Provincial Inspectorate announced the public conclusion of the thematic inspection for the Social Housing Infrastructure Project in Tien Loi Commune, Phan Thiet City (before the arrangement).
This is one of 10 projects and works with difficulties, problems, delays, long-term backlogs, low efficiency, and risk of causing loss and waste that Lam Dong Provincial Inspectorate announced inspection decisions in early August.

From August 5 to August 29, the Inspection Team conducted an inspection at the Binh Thuan Province Civil and Industrial Construction Investment Project Management Board, now the No. 2 Construction Investment Project Management Board, under the Lam Dong Provincial People's Committee.
The Social Housing Technical Infrastructure Project in Tien Loi Commune, Phan Thiet City, now in Tuyen Quang Commune, has a total investment of more than 51 billion VND.
The project has an area of about 4.5 hectares and is an urgent project, belonging to Group B project, implemented from 2016 - 2020 and extended to 2021 - 2025.
The goal is to create a clean land fund and build technical infrastructure for social housing. However, by the end of 2023, the project was forced to temporarily suspend construction due to prolonged problems in compensation and site clearance.

According to the inspection conclusion, at the time of inspection, the project did not have a specific land price to calculate compensation and support. The on-site resettlement plan has not been approved; the land location of the project has not been included in the province's annual land price list. This leads to insufficient legal basis to complete compensation, support and site clearance.
Lam Dong Provincial Inspectorate also pointed out the responsibilities of many relevant agencies and units. For example, the Department of Agriculture and Environment is slow to guide the determination of specific land prices to carry out compensation, support and resettlement for projects.

In addition, the Provincial Land Fund Development Center, Phan Thiet City People's Committee (before the arrangement), Tien Loi Commune People's Committee (before the merger) and the Compensation, Support and Resettlement Council also have related responsibilities.
These agencies are slow in guiding, determining land prices, developing resettlement plans and resolving people's complaints.
From the above shortcomings, the project has been stalled, causing waste of budget capital and affecting social security.
The Inspectorate recommended that the Provincial People's Committee direct relevant departments and localities to urgently coordinate in determining land prices to conduct compensation, site clearance for the remaining area of the project and handle responsibilities for related collectives and individuals.
