The Doan Ket social housing project (Lai Chau province) has a total investment of 905 billion VND, expected to build nearly 600 apartments.
However, as of September 11, the project has not yet started construction, while the progress of phase 1 is facing the risk of not being guaranteed.
The Doan Ket Social Housing Area project is being implemented in Doan Ket ward, Lai Chau province, invested by Lan Hung Real Estate Group Joint Stock Company.

According to the investment policy adjustment decision, the project has an area of about 31,366m2, including 3 blocks of social housing in the form of 9-story apartment buildings with about 587 apartments.
The housing area has about 41 adjacent commercial houses; kindergartens and technical infrastructure, social infrastructure and a part of the land area for resettlement.
The project is divided into 2 phases. Phase 1 is implemented from the fourth quarter of 2025 to the third quarter of 2026, including technical infrastructure, public works, CT1 apartment building and adjacent commercial housing area.
Phase 2 is expected from Q4/2026 to Q4/2028, including CT2, CT3 apartment buildings, kindergartens and parking garages.


Up to now, the project has been approved, the investment policy has been adjusted; the 1/500 detailed plan has been approved.
The investor was also allocated land for the first time with an area of 19,607.8m2 and has fulfilled the guarantee obligation to deposit.
According to Lai Chau Provincial People's Committee, by August 6, the consulting unit had completed the drawing documents, basic design, explanation of the Feasibility Study Report and BIM project information model data (a method of creating and using a 3D digital database for the entire life cycle of a construction project).
The dossier was then transferred to an independent consulting unit for verification. However, the project progress is slow compared to the milestones committed by the investor.
The main reasons reported by the investor mainly relate to the process of preparing, completing, and verifying dossiers and the complexity of the BIM design and model.
The Lai Chau Provincial Department of Construction assessed that with the remaining workload and the unimplemented construction, the progress of phase 1 completion is at risk of not being guaranteed if the investor does not urgently focus resources.
This agency requested the investor to clarify the reasons for the slow progress and determine the responsibilities of the related parties.
Reporters' records on September 11 at the project area showed that there was no construction activity. At the scene, only 2 excavators appeared, the project area was quite deserted.
Mr. Nguyen Van Bao - a local resident - said: "In December 2025, I saw the project started, but so far I haven't seen them build anything.


Talking to reporters, Mr. Hoang Dai Thang - Chairman of Doan Ket Ward People's Committee - said that the project site has been cleared. The investor is carrying out the step of preparing a pre-feasibility report according to legal procedures.
At a recent meeting on project progress, Mr. Nguyen Sy Canh - Vice Chairman of Lai Chau Provincial People's Committee - requested the investor to commit to specific time milestones.
Accordingly, by October 10, 2026, the investor must complete the entire dossier to submit to the State management agency.

The Department of Construction is required to focus manpower on appraisal, striving to complete project dossier approval by the end of October.
Departments and sectors are also requested to closely coordinate and create conditions for investors to accelerate the project implementation progress according to regulations.
