Currently, in Ninh Binh province, there are many social housing projects under construction, in which some projects have carried out procedures for opening for sale and receiving applications to buy houses.
In the context of high demand for social housing, the number of people registering in many projects may exceed the number of apartments offered for sale, strict control of the process of receiving, reviewing dossiers and selecting buyers is set out to ensure publicity, transparency, the right subjects, in accordance with legal regulations, and limit the risk of negative developments in the process of social housing purchase.
Mr. Chu Duc Long - Deputy Director of Ninh Binh Department of Construction said that the Department of Construction has issued a document requesting strict supervision of the process of buying and selling social housing in projects in the province. From publicizing project information, receiving dossiers, considering conditions to selecting people to buy houses must be carried out in the correct order, publicly and transparently.
Specifically, after 30 days from the start of the project, relevant information must be disclosed on the information system, housing and real estate market databases, electronic information pages of the Department of Construction, commune-level People's Committees where the project is located and public channels according to regulations.
Information that must be disclosed includes project name, investor, construction location, dossier receiving address, progress, scale, number of apartments, area, temporary selling price and expected time to receive applications for social housing purchase.
At least 30 days before the start of receiving applications, the investor must publicly disclose the application receiving time, completion time, number of apartments expected to be sold, area and selling price.
Within 10 days from the expiration of the application deadline, the investor must compile a list of registered people, including personal information and family members, and send it to the Department of Construction for inspection.
After the review process, the investor must publicize the list of eligible and unqualified dossiers. In case the dossier does not meet the requirements, it must be returned and clearly state the reasons within the prescribed time limit.
Publicizing both the full and unqualified lists creates an additional basis for registrants and functional agencies to monitor the review process, instead of selecting buyers only within the investor.
In case the number of eligible dossiers is more than the number of apartments expected to be sold, the investor is not allowed to choose buyers themselves but must organize a draw. The draw must be supervised by representatives of the Department of Construction, the Commune People's Committee and the Commune Police where the project is located. These units must confirm the draw results in the minutes.
In case there are reflections or signs of non-publicity or lack of transparency, units must promptly transfer information to competent authorities or the Department of Construction for consideration and handling.
This is considered one of the important steps to control the risk of giving priority to the wrong subjects or intervening in the list of buyers when demand exceeds the number of apartments provided" - Mr. Long shared.
According to the Ninh Binh Provincial Housing Development Program for the period 2021 - 2030 approved by the Ninh Binh Provincial People's Committee. Ninh Binh province aims to meet the total demand of 98,304 units for groups entitled to social housing support policies in the province. For worker dormitories for rent, Ninh Binh province aims to complete about 17,329 units by 2030.
