Distinguishing red book and pink book
The land use right certificate is the common name for the Land Use Right Certificate issued by the Ministry of Natural Resources and Environment before December 10, 2009.
The pink book is a Certificate of ownership of houses and residential land use rights, issued by the Ministry of Construction before August 10, 2005. From August 10, 2005 to before December 10, 2009, the pink book changed its name to Certificate of ownership of houses and ownership of construction works.
From July 5, 2014, the State agreed to apply a common Certificate form nationwide with the name Certificate of land use rights, ownership of houses and other assets attached to land, according to Circular 23/2014/TT-BTNMT. This paper form has a pink cover.
From August 1, 2024, according to Circular 10/2024, the new Certificate form will be applied with the name Certificate of land use rights, ownership of assets attached to land, with a pink cover with lotus petals and bronze drum patterns.
Legal value of red books and pink books
Land use right certificates and pink books have the same legal value. All types of certificates that have been legally issued, even under the name of land use right certificates and pink books, are not required to be changed to a new form, except in cases where land users have a need or carry out administrative procedures to change information on the Certificate.
The certificate is the legal basis for land users to exercise rights such as transfer, donation, inheritance, mortgage, capital contribution with land use rights and assets attached to land in accordance with the law.
Cost of converting old red books to new pink books
The cost of converting an old model red book to a new model pink book is not expensive. Land users only have to pay the fee for issuing and renewing Certificates, the collection level is decided by the provincial People's Council and is usually low.
In which, people do not incur additional costs if the land plot or house does not change the boundaries, area, purpose of use or legal information. In case of having to re-measure land, update cadastral records or adjust housing information, people may have to pay additional measurement costs according to local regulations.
