On October 25, Khanh Hoa Provincial People's Committee received a report from Khatoco Real Estate Company Limited on the situation of infrastructure investment and attracting secondary investors at Trang E 1 Industrial Cluster and Trang E 2 Industrial Cluster.
According to the investor, by the end of September 2024, the centralized wastewater treatment plant at Trang E 1 Industrial Park (35 hectares) has been completed. The technical infrastructure items of Trang E 1 Industrial Park have also been invested in and basically completed; the sidewalk item of phase 2 (the remaining part) is expected to be completed in October 2024; currently, only the booster pumping station item invested by Khanh Hoa Water Supply and Drainage Company has not been implemented yet.
For Trang E 2 Industrial Park (44.6ha), the project has been appraised and approved by competent agencies and units for the design and estimate documents of technical infrastructure items; on the area of 18.6ha (leased by Khanh Hoa Provincial People's Committee in the first phase), Cam Lam district has granted a construction permit for phase 1 and the company has implemented construction according to the proposed schedule.
Regarding investment attraction, up to now, 12 investors have leased land at Trang E Industrial Parks 1 and 2.
Of which, 100% of the commercial land of Trang E 1 Industrial Park has been leased and granted land use right certificates to secondary investors. It is expected that by the end of 2024, 2 more investors will complete construction investment and start operation, bringing the total number of investors in production to 6. In addition, 4 investors are registering to lease land at Trang E 2 Industrial Park.
The investor said that the implementation process of the above industrial parks still has some problems that need to be resolved.
For Trang E 1 Industrial Park, currently secondary investors who rent 2 or more adjacent plots of land and want to merge plots have not yet completed the plot consolidation procedure to register additional constructions and assets attached to the land, thus facing many difficulties in capital mobilization, as well as confirming ownership of assets on the land (Phuoc Thanh Real Estate Joint Stock Company, V-Star Trading Company Limited).
Currently, Trang E 2 Industrial Park has 1 case of unenforced enforcement and 1 case of overlapping boundaries with adjacent plots of land.
Meanwhile, phase 2 of Trang E 2 Industrial Park is also stuck. The People's Committee of Cam Lam district has not yet issued land prices for compensation, so there is no basis for applying compensation prices for the remaining cases, leading to prolonged investment work, and at the same time, households in the area affected by the project have difficulty in implementing construction items.
Procedures for applying for a land use right certificate: Currently, the investor is waiting for the adjustment of the land lease form (phase 1) from annual land lease payment to one-time land lease payment.
