90 days to build and complete land database, red book information
The Hanoi People's Committee has just issued Official Letter No. 4961/UBND-NNMT on the implementation of the enrichment and cleaning campaign for the national land database.
Accordingly, based on the direction of the Ministry of Agriculture and Environment on implementing the campaign to enrich and clean the national land database, the City People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant units to preside over the establishment of a city-level steering committee and working group, develop a detailed plan to implement the campaign; the completion date for this task is before September 8, 2025.
The People's Committees of wards and communes establish grassroots steering committees to organize the implementation of the 9-day campaign to build and complete the land database according to regulations, to be completed before September 10, 2025; At the same time, collect information on land use right certificates, houses, ID cards/citizen identification cards of land users without land data; this must be completed before November 15, 2025.
The Department of Culture and Sports coordinates with the Department of Agriculture and Environment and the People's Committees of wards and communes to propagate and disseminate the above content.
Implementing connection and sharing of land data to receive and handle administrative procedures on land
The City Public Administration Service Center presides over and coordinates with the Department of Science and Technology, the Department of Agriculture and Environment, the City Tax and the People's Committees of wards and communes to connect and share land data to receive and resolve administrative procedures on land, assets attached to land and determine financial obligations for people and businesses; completion time before September 15, 2025.
The Hanoi Department of Science and Technology will preside over the implementation of ensuring security, safety, information and data confidentiality of the system currently operating in the city; develop an incident prevention plan, ensure smooth service to people and businesses without interruption.
The City People's Committee also requested the Department of Administrative Police for Social Order (Ministry of Public Security), the Department of Land Management, the Department of Digital Transformation (Ministry of Agriculture and Environment) and the City Police to coordinate and guide departments, branches and units of Hanoi City to complete the tasks of the plan. The above units have documents to send coordinators to departments and branches to promptly complete tasks as required.
The Hanoi People's Committee assigned the Department of Agriculture and Environment as the focal point to urge and summarize the results of the implementation of Plan 515/KH-BCA-BNN&MT dated August 31, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment. Relevant units are responsible for periodically reporting progress for the Department to synthesize and advise the City People's Committee to direct, ensuring the completion of the campaign on schedule and with quality.
