On the afternoon of September 10, Deputy Prime Minister Ho Duc Phoc met with ministries, branches and enterprises on the plan to implement the Law on Management and Investment of State Capital in Enterprises ( Laws No. 68/2025/QH15).
Regarding the development of legal documents detailing the law, the report said: there are 3 Decrees assigning the Ministry of Finance to preside over and 2 Decrees assigning the Ministry of Home Affairs to preside.
The Ministry of Finance has submitted to the Government 3 draft Decrees detailing Law 68/2025/QH15, including: Decree regulating the supervision, inspection and assessment of the effectiveness of investment activities and management of state capital in enterprises; Decree regulating a number of contents on investment and management of state capital in enterprises; Decree on restructuring state capital in enterprises.
Regarding the 2 Decrees assigned to the Ministry of Home Affairs for the Ministry of Home Affairs to preside over, the Ministry of Home Affairs will also submit to the Government a draft Decree on Management of People holding positions, positions and representatives of state capital in enterprises and the Decree on salaries, remuneration, and bonuses of direct owner's representatives, state capital representatives, and controllers at enterprises according to regulations.
Concluding the meeting, Deputy Prime Minister Ho Duc Phoc requested the agency in charge of drafting the decrees detailing and guiding the implementation of Law 68 to make more efforts to soon complete assigned tasks, facilitate business operations, and contribute to ensuring the set growth goals.
Regarding 5 decrees detailing Law 68/2025/QH15, the Deputy Prime Minister requested the Ministry of Finance to complete the draft and submit to the Government 3 decrees assigned before October; the Ministry of Home Affairs to complete and submit 2 draft decrees assigned before October 30.
Regarding the plan to implement Law 68/2025, the Deputy Prime Minister requested the Ministry of Finance to receive comments from ministries, branches and enterprises at the meeting, complete the draft decision, and submit to the Prime Minister before September 15.
Giving specific opinions on the development of decrees guiding Law 68/2025/QH15 (discretion on special regimes for credit institutions, foreign bank branches; management of securities companies; Stock Depository and Clearing), the Deputy Prime Minister requested the Ministry of Finance to complete before December 15, 2025.
Regarding decrees on the operating mechanism and financial mechanism of state-owned corporations and groups, the Deputy Prime Minister approved the proposal of enterprises to develop a separate decree in accordance with the characteristics of each group and group.
The Deputy Prime Minister requested that corporations and general companies closely coordinate with the Ministry of Finance to speed up the development of draft decrees on operating mechanisms and financial mechanisms; ensure "sweeping" all tasks and mechanisms, and thoroughly resolve each problem, in accordance with the characteristics of each corporation and general company.
The Deputy Prime Minister emphasized that "as soon as it is done, it will be issued as soon as possible, reducing difficulties for businesses".
The Government leaders requested the Ministry of Finance to preside; the Ministry of Justice to support the Ministry of Finance, the Ministry of Home Affairs and businesses to start "working early, issuing early".
"Try to issue all decrees guiding the implementation of Law 68/2025 for implementation before December 15, no longer waiting for us," the Deputy Prime Minister emphasized.
