Determination to achieve social housing development targets
Chairman of Hanoi People's Committee Vu Dai Thang has just signed and issued Directive No. 16/CT-UBND dated July 20, 2026 on promoting the development of social housing in Hanoi City, contributing to the "double-digit" socio-economic growth target.
In the city, there are currently 147 projects investing in building social housing and housing for armed forces that have been approved for investment policy and assigned to investors by competent authorities (Ministry of National Defense, Ministry of Public Security, City People's Committee).
In 147 projects, there are 121 social housing (civil) construction investment projects, 23 housing projects for armed forces and people's police, 3 housing projects for armed forces in the army with a total land use scale of about 583.3ha, about 132,000 apartments. Total investment capital is about 290,500 billion VND.
There are 30 investment projects that have started construction and are under construction with an investment scale of about 24,120 apartments; of which 11 investment projects are expected to complete the rough construction of the project in 2026 with about 5,400 apartments and the remaining 19 investment projects are expected to be eligible to supply to the market in 2026.
In 2026, the city is determined to achieve the social housing development target assigned by the Prime Minister (minimum 18,700 completed apartments in 2026), aiming to complete about 25,000 - 27,000 social housing apartments that meet the conditions to be supplied to the market in 2026.
The city strives to start construction of all 114 social housing projects in the last 6 months of the year.
Along with that, promote the construction progress for 30 investment projects that have been started and investment projects started in the last 6 months of 2026.
Strive to have about 77 projects complete the construction of foundations, meeting the conditions to supply about 46,100 apartments to the market.
Applying the "green lawn" mechanism
The directive clearly states that the city will cut at least 50% of the time to resolve administrative procedures, applying the "green wall" mechanism in planning, investment, land and construction for dossiers on social housing.
For investment projects that have clean land, the city prioritizes and offers incentives to immediately resolve procedures for planning, land allocation, land use purpose conversion, construction permits... to start construction in July and August 2026.
Regarding planning work, strengthen thorough decentralization for commune-level People's Committees in appraisal and approval of Detailed Plans, scale 1/500 for social housing construction investment projects; allow approval of Detailed Plans, scale 1/500 first and update to urban sub-area planning, adjust urban sub-area planning later according to the provisions of Resolution No. 64/2026/NQ-HĐND dated June 15, 2026 of the City People's Council and decentralization and authorization of the City People's Committee; complete the entire approval and approval of adjustment of Detailed Plans, scale 1/500 in August 2026.
Regarding site clearance (GPMB), land recovery, land allocation, land use purpose conversion, immediately carry out GPMB work after the City People's Committee decides to approve the investment policy of the project.
Complete within a maximum of 60 days for investment projects with land use scale of less than 10ha, within a maximum of 90 days for land use projects not exceeding 30 days from the date of completion of site clearance work within the boundary of the investment project.
For investment projects that have been handed over to investors before March 30, 2026, site clearance must be completed no later than August 15, 2026.
The city agreed on the policy of assigning the investor to relocate and restore underground and above-ground technical infrastructure works within the boundary of the investment project (including relocation and restoration of power lines) and be included in the site clearance costs of the investment project.
Regarding financial work, assign the Department of Finance, the City Development Investment Fund, and the Social Policy Bank - Hanoi Branch to prioritize, encourage, and support the allocation of funds from the budget for related public investment projects, and support investment loans for investors to build social housing according to regulations, based on their assigned functions and tasks.
