The population of the entire region is forecast to be from 800,000 to 1.2 million people.
Land use target for residential land is about 55m2/person; residential unit land is about 15m2/person.
Construction density in service and public areas is 60%; residential groups from 35% to 40%; theme parks 25% and public parks 5%.
Regarding the height, the popular orientation is from 30 to 45 floors, including the highlight and urban symbol of the 109-story Age Tower.
The traditional village is expected to be 3 stories high (will be assessed according to the specific criteria of each project in the 1/500 scale detailed plan).
The landscape axis along the Red River is identified as a strategic space for landscape, transportation and urban development.
The project is a breakthrough to transform from a "back to the river" urban area to a "face to the river", creating a modern and civilized urban appearance.
The modern "Flood Adaptation" solution proposed in the project focuses on ensuring absolute safety for the dyke system and maintaining the flood drainage capacity of the Red River. The core principle is not to narrow the flood drainage space and not to propose a solution to build a new dyke located in the old dyke. Landscape works use demolible architectural modules, terraced ecological flood dykes and rain gardens to retain alluvium, ensuring absolute safety for the dyke system. The road route direction plan is chosen to closely follow the existing dyke system to take advantage of existing infrastructure and ensure flood prevention safety according to strict standards.
The space on both sides of the Red River is identified as the characteristic space axis of the green corridor: Water surface green trees, historical culture, main landscape of the central city, with the main functions being public works, green parks, culture, tourism services, entertainment symbols of the Capital, serving festival and tourism activities, creating the "Red River miracle", contributing to the development of tourism, economy, culture, and society of the Capital.
Forming special and characteristic flood drainage space areas, integrating solutions to adapt to climate change and natural disasters to ensure the safety of flood drainage systems, natural drainage, suitable to riverbank landscape characteristics. Prioritize 3 orientations: safety, ecology and transportation. In which, ensure a safe, green, clean, beautiful, and civilized living environment; and at the same time develop a convenient and accessible urban transportation and infrastructure system, meeting the living and living needs of people.
In this area, the city develops a transportation system and technical infrastructure hub in a modern, safe direction, ensuring systemicity and continuity in infrastructure connection. The technical infrastructure system is connected to the main road system and the riverside road network system; bridges connecting urban areas on both sides of the river, connecting road and waterway transport, urban railways create conditions and motivation for development for the area and the City, ensuring ecological adaptation and in line with the direction of flood prevention and safety.
People have more access to parks, walking paths, community spaces, sports, culture, festivals and riverside landscapes according to appropriately planned areas.
The riverside transport system, river overpasses, roads, and waterways are oriented to connect into a continuous system, thereby expanding the travel and connection between the two banks of the river, between the riverside area and other developed areas.
Residential areas and multi-purpose urban areas are oriented to invest in synchronous technical and social infrastructure to serve resettlement and reorganize residential space.
