According to the Hanoi Department of Construction, the whole city currently has about 2,160 old apartment buildings that need to be reviewed and renovated. However, the progress of implementation in recent years is still slow compared to the set target. The National Assembly's issuance of Resolution No. 258/2025/QH15 with specific mechanisms is expected to create a breakthrough for the reconstruction of old apartment buildings in the Capital.

PV's records at Thanh Cong apartment complex (Ba Dinh district) show that most of the buildings were built from 1979-1982 with more than 60 buildings, and many rows of buildings are now seriously degraded. Specifically, blocks 1 and 2 of building G6A (Giang Vo ward) are identified as degraded to level D. The load-bearing capacity of the structure cannot meet the requirements for normal use, and a general dangerous situation has emerged.

To ensure safety, from January 23, 2026, local authorities have cut off all electricity and water and corrugated iron fences around this building to prevent fire and explosion and collapse risks.

In old collective housing areas such as Thanh Cong, Giang Vo, Kim Lien, wall peeling, cracked ceilings, and patched electrical and plumbing systems are common. To expand living areas, many households are expanding "tiger cages", posing a potential risk of unsafety in the escape corridor.

Living here for more than 30 years, Ms. Nguyen Thi Hoa (Thanh Cong Collective) shared: "The house is too old, every rainy and storm season the whole family is worried because the walls are cracked and water leaks. I heard that renovation has been going on for a long time but waiting for a long time and still haven't seen it implemented. We just hope the project will be implemented soon with a clear compensation and resettlement plan to stabilize life.

Similarly, in Kim Lien ward, which is the area with the largest number of old apartment buildings in the city with 222 units (mainly level B and C), the government is organizing a review and inspection of the current status to wait for the application of new mechanisms.

Removing bottlenecks" with special mechanisms

On the afternoon of January 26, in an exchange with the press, Mr. Dao Duy Phong - Deputy Director of the Hanoi Department of Construction said that instead of scattered renovations of each building, Hanoi City is orienting to combine the renovation of old apartment buildings with urban reconstruction, forming synchronous renovation areas.

The Department of Construction is coordinating with the Department of Planning and Architecture to develop a list of renovated areas to submit to the Hanoi City People's Council for consideration and public announcement to attract investors. The city sets a target to complete level D apartment buildings by 2030 and basically complete the renovation of old apartment buildings throughout the area by 2035.

Representatives of the Hanoi Department of Construction said that the biggest "block" before was the infeasible detailed planning stage. Resolution 258 has created fundamental and specific changes such as transferring authority: Assigning detailed planning to investors, the State plays an appraisal role to harmonize benefits; Adjusting indicators: Allowing adjustment of planning indicators in the historical inner city area associated with the requirement to supplement technical and social infrastructure; Shortening time: Applying the mechanism of appointing conditional investors to accelerate preparation work.

The new mechanisms will help remove obstacles that have existed for many years, creating an important motivation to accelerate the progress of renovating old apartment buildings, ensuring the rights of the people of the Capital.

The total number of old apartment buildings to be reviewed and renovated in Hanoi is about 2,160 works, mainly allocated in the areas of Hai Ba Trung, Dong Da, Ba Dinh, Thanh Xuan... Specifically, Kim Lien area: 222 units of old apartment buildings.

According to the roadmap, by 2030, Hanoi City will complete the renovation of dangerous level D apartment buildings; By 2035, it will basically complete the renovation of all old apartment buildings. According to the orientation of not fragmenting each building, linking the renovation of old apartment buildings with synchronous urban reconstruction, attracting investors according to the publicly announced list.

According to plan No. 354/KH-UBND signed by Mr. Duong Duc Tuan - Standing Vice Chairman of Hanoi People's Committee on the plan to inspect and evaluate the quality of old apartment buildings in Hanoi City to determine the level of danger in 48 communes and wards with old apartment buildings. Assigning the Department of Construction as the leading agency to guide implementation; relevant departments and branches to coordinate in determining boundaries, ownership rights, and planning to serve renovation. The inspection results are also a basis for ensuring project safety and developing plans for prevention and response to risks and natural disasters.
