Standing Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed and issued a plan on inspection and quality assessment of old apartment buildings in the city.
The inspection and evaluation of the quality of all old apartment buildings according to the list approved by the City People's Committee in Decision No. 5456/QD-UBND dated November 5, 2025 of the City People's Committee aims to determine the level of danger, clearly determine the quality of apartment buildings subject to demolition or not subject to demolition according to the provisions of the 2023 Housing Law and current technical regulations and standards; as a basis for implementing the plan to renovate and rebuild old apartment buildings according to the project.
Promptly propose and organize repairs, reinforcements, and repairs of damages, ensuring safety for users, minimizing the risk of unsafety of works, and at the same time meeting the requirements of urban management and development of the city in the new period.
The inspection results of old apartment buildings are the basis for building and implementing plans for prevention and response in case of natural disasters to ensure the safety of life and property of organizations and individuals.
The scope of implementation is in 48 communes and wards with old apartment buildings including: Dong Da; Lang; Kim Lien; Temple of Literature Quoc Tu Giam; O Cho Dua; Ba Dinh; Giang Vo; Ngoc Ha; Hai Ba Trung; Vinh Tuy; Cau Giay; Nghia Do; Thanh Xuan; Thanh Liet; Khuong Dinh; Hoang Liet; Vinh Hung; Yen Hung; Long Bien; Bo De; Viet Hung; Phuc Loi; Dong Ngac; Vinh Thanh; Thanh Tri; Phuc Thinh; Ha Dong; Bach Mai; Tuong Mai; Phu Dien; Tay Ho; Phu Thuong; Gia Lam; Hong Ha; Thu Lam; Dong Anh; Phuong Liet; Cua Nam; Hoan Kiem; Dai Mo; Xuan Mai; Yen Hoa; Tu Liem; Dai Thanh; Xuan Phuong; Ngoc Hoi; Phu Dong.
Detailed completion progress according to the inspection plan and quality assessment of old apartment buildings of the People's Committees of communes and wards.
The City People's Committee assigned the Department of Construction to be the leading agency in guiding the People's Committees of communes, wards and related units to carry out inspection and quality assessment of old apartment buildings in accordance with legal regulations.
The Department of Planning and Architecture shall coordinate with the Department of Agriculture and Environment to support and guide the People's Committees of communes and wards to study and determine the scope and boundaries for implementing the project to renovate and rebuild old apartment buildings according to regulations through detailed planning projects/general site planning to serve the work of determining apartment buildings that are subject to demolition.
The Department of Agriculture and Environment coordinates with the Department of Planning and Architecture to guide the People's Committees of communes and wards to determine the scope and boundaries of land use; the scope and boundaries for implementing projects to renovate and rebuild old apartment buildings according to regulations through detailed planning projects/general site planning for apartment building renovation and reconstruction projects. Coordinate with the People's Committees of communes and wards to review, unify and provide information and data on the origin and ownership of houses to serve the inspection and evaluation of apartment building quality.
People's Committees of communes and wards where there are old apartment buildings organize the preparation, appraisal and approval of inspection tasks and inspection outlines according to regulations; organize the selection of units to perform inspection according to legal regulations on bidding.
Research and update regulations on piloting a number of specific mechanisms and policies to implement large and important projects in the Capital; organize inspection and evaluation of apartment building representatives, in case it is determined that the apartment building is subject to demolition, it is not necessary to inspect and evaluate the entire apartment building area.
At the same time, determine the need to use budget capital to deploy the inspection and assessment of apartment building quality.
Establish an appraisal council to evaluate the inspection results of old apartment buildings to organize appraisal, evaluation and issuance of quality inspection conclusions for apartment buildings.
Along with that, receiving inspection dossiers of old apartment buildings in the managed area that have inspection results assessing the level of danger for inspection, review, and organize additional inspection (if necessary) to ensure that they meet the conditions for concluding apartment building quality inspection according to regulations.
