This campaign is not only technical but also a strategic step to create a foundation for transparent land management, reduce errors, limit disputes, and help procedures such as new granting, renewal, transferring, and inheritance to be handled more smoothly.
According to the Phu Luong ward electronic information page, the campaign implementation period is from September 1, 2025 to November 30, 2025 in the area from the city to the commune, ward, village, residential group.
Land databases must ensure the criteria of "correct - sufficient - clean - safe - unified - shared", comply with national technical regulations on data, and ensure absolute information security and network security throughout the implementation process.

What should people prepare?
In a recent announcement, the People's Committee of Viet Hung Ward said that people need to proactively prepare the following documents:
Certificate of land use rights, house ownership rights (red book, pink book).
Chipped citizen identification card (or old ID card if not changed, but encourage CCCD to synchronize data).
Documents related to land plots or houses (if any): contracts for transfer, donation, inheritance, land allocation decisions, land lease...
hoential information (if necessary for comparison, especially in cases where new residence has not been updated).
In special cases, if the land or house does not have a red book, it is necessary to prepare existing legal documents ( handwritten sales documents, declaration documents, land tax payment receipt, confirmation from local authorities, etc.).
If the land user has died, the heir must provide documents proving the relationship (birth certificate, death certificate, inheritance document...).
If the land is in dispute, it will still be declared, but it will be classified separately for later handling.
Meanwhile, the Tay Ho ward website said that in order to prepare for coordination with the government, land users and owners of assets attached to land need to prepare and review: Certificate of land use rights, house ownership rights; CMND/CCCD; documents related to land changes such as transfer, inheritance or donation.
When the People's Committees of wards and communes announce, people only need to provide documents for officers to scan and log into the system.
Important note
The Viet Hung ward website said that people only need to bring the original documents for comparison - they do not have to return all documents if the content has been stored in the system.
The information after digitalization will be connected to population data, helping to reduce administrative procedures later.
In addition, people should carefully check the information on the red book, pink book (name, plot number, area...) before submitting to avoid errors.
To effectively implement the campaign, the Hanoi People's Committee has established a Steering Committee for the "90 days of land data cleaning" campaign headed by Vice Chairman of the City People's Committee Nguyen Trong Dong, with the participation of leaders of departments and branches such as the Department of Agriculture and Environment, the City Police, etc.
According to the plan, all plots of land in the city will be reviewed, standardized and have unified identification codes attached, ensuring connection with demographic, household and property information.
