The Ministry of Agriculture and Environment received a petition from Hai Phong City voters sent by the National Assembly's Petition and Supervision Committee on the transfer of voters' petitions sent after the 9th session of the 15th National Assembly.
Hai Phong voters recommend the following content: To facilitate and quickly resolve administrative procedures in the land sector for citizens when implementing the two-level local government, voters recommend the early issuance of a set of administrative procedures in the land sector to promptly resolve land records for citizens according to regulations. At the same time, perfect the unification of land databases; apply digital maps and land file management software to increase the effectiveness of file settlement, monitoring and supervision at the commune level according to regulations.
Regarding this proposal, the Ministry of Agriculture and Environment reported as follows:
Regarding administrative procedures in the land sector:
Implementing the directions of the Politburo, the National Assembly, the Government and the Prime Minister to build a model of two-level local government and promote administrative procedure reform in the field of land, the Ministry of Agriculture and Environment has urgently reviewed and proposed amendments and supplements to legal documents on land.
In particular, the Ministry of Agriculture and Environment has advised and submitted to the Government to issue Decree No. 151/2025/ND-CP dated June 12, 2025, regulating the division of authority of local authorities at 2 levels, decentralization of authority, decentralization in the land sector, effective from July 1, 2025 (the date of implementation of the 2-level local government model).
Pursuant to Decree No. 151/2025/NDCP, the Ministry of Agriculture and Environment issued Decision No. 2304/QD-BNNMT dated June 23, 2025 on promulgating administrative procedures in the land sector under the state management functions of the Ministry of Agriculture and Environment (hereinafter referred to as Decision No. 2304/QD-BNNMT) and Decision No. 2417/QD-BNNMT dated June 28, 2025 on promulgating internal administrative procedures in the land sector under the state management functions of the Ministry of Agriculture and Environment and these administrative procedures have been publicly announced on the National Public Service Portal.
Currently, the Ministry of Agriculture and Environment has continued to announce administrative procedures in the land sector in Decision No. 3380/QD-BNNMT dated August 25, 2025, accordingly, the content of the amended and supplemented administrative procedures in this Decision replaces the corresponding administrative procedure announced in Decision No. 2304/QD-BNNMT dated June 23, 2025.
Regarding land database
According to the provisions of the 2024 Land Law, the Provincial People's Committee is responsible for organizing the implementation of measurement, establishment, editing, and management of cadastral maps; building, updating, managing, exploiting, and exploiting land databases; managing, operating, maintaining, upgrading, and ensuring local technical infrastructure for information technology and software within the locality, ensuring that by 2025, it will be connected and integrated with the national land database.
Currently, the review of software for applying to build, manage, and operate land databases, edit cadastral records, land databases, and compile natural area data when arranging administrative units at all levels in localities, the Ministry of Agriculture and Environment has issued instructions in Official Dispatch No. 991/BNNMT-QLDD dated April 11, 2025 and Official Dispatch No. 1974/BNNMT-QLDD dated May 13, 2025 on speeding up the progress of building a land database.
The Land Management Department of the Ministry of Agriculture and Environment issued Official Letter No. 702/QLD-TKKKTTDD dated May 15, 2025 guiding the selection of software.
On June 20, 2025, the Minister of Agriculture and Environment issued Circular No. 23/2025/TT-BNNMT regulating decentralization and determination of state management authority in the land sector, in Article 4, amending and supplementing a number of contents of Circular No. 09/2024/TT-BTNMT dated July 31, 2024 of the Minister of Natural Resources and Environment regulating the content, structure, and type of information of the national land database and technical requirements for the application software of the National Land Information System.
These documents have set out specific technical requirements for land management software deployed locally. At the same time, on August 31, 2025, the Ministry of Public Security and the Ministry of Agriculture and Environment issued a Plan to implement the campaign to enrich and clean the national land database No. 515/KH-BCA-BNN&MT, accordingly, the People's Committees of provinces and centrally run cities need to proactively direct and organize implementation to promptly meet the requirements of state management of land.
