Recently, Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee has just signed Decision No. 2133, approving the technical design - estimate for determining boundaries, placing boundary markers, establishing land use boundary records; measuring, creating cadastral maps; land registration, granting certificates, establishing cadastral records, building cadastral databases for land originating from state-owned agricultural and forestry farms in the province.
Accordingly, the project is invested by the Department of Agriculture and Environment of Dien Bien, with a project implementation period of 2 years (2025-2026).
The project will be implemented in 12 communes, including: Muong Phang, Muong Nha, Chieng Sinh, Nu Ngam, Pu Nhung, Sang Nhe, Pa Ham, Na Sang, Muong Tung, Muong Nhe, Nam Ke and Sin Thau.
The project aims to clearly identify the scope and boundaries of land use originating from state-owned farms and forestry farms currently used by forest management boards, organizations and people, in order to strictly and effectively manage them, ensuring compliance with legal regulations.
In addition, review, determine boundaries, set up boundary markers, and prepare land use boundary records. Measure cadastral maps for the entire area of land originating from state-owned agricultural and forestry farms not subject to rearrangement. The total estimate of the project is over 75 billion VND, from targeted additional sources from the central budget in 2024 allocated to localities; local budgets according to current budget decentralization and other legal funding sources.
Technical design contents include: determining boundaries, placing boundary markers, preparing land use boundary records; measuring maps at a scale of 1/10,000 for a total area of over 79,000 hectares of 12 communes; land registration, granting land use right certificates; building cadastral databases of 12 communes.

The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant departments, branches and People's Committees of communes and wards to be responsible for organizing implementation according to approved technical designs and estimates; ensuring quality requirements and content; at the same time, organizing management, use, and settlement of funding sources according to current regulations.
In addition, be fully responsible for data, technical design approval procedures - estimates; be responsible for the conclusions of competent authorities when conducting inspections, checks, audits and State law enforcement agencies.
At the same time, proactively inspect and check, if any errors are detected, promptly report to the Provincial People's Committee for consideration and decision.
