Hai Duong speeds up progress to start major projects on September 2

Hai Duong - On the morning of May 6, the Provincial People's Committee met to listen to reports on the progress of public investment projects and the disbursement results for the first 4 months of 2025.

According to the report of the Department of Finance, by the end of April 2025, the disbursement of public investment capital was VND 2,465.92 billion, reaching 23.6% of the total capital plan assigned for the whole year. Of which, provincial-level projects have disbursed over VND 1,449 billion, district and commune-level projects have disbursed nearly VND 1,017 billion.

Regarding the implementation of public investment projects in April 2025, the whole province has 130 projects under preparation; the provincial level manages 19 projects under site clearance, 8 projects are preparing for site clearance; the district level is site clearance for 11 projects; 42 projects under provincial management are under construction...

According to the Department of Finance, there are many reasons for the disbursement of public investment capital not achieving the plan such as slow investment preparation progress, site clearance for projects facing difficulties...

Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau requested agencies to seriously learn from experience and have a plan to immediately overcome the situation of failure to complete the disbursement plan. In particular, investors, People's Committees of districts, towns and cities are required to review and develop detailed plans, speed up investment preparation, project approval and design.

For the province's projects, the Chairman of the Provincial People's Committee requested the Construction Investment Project Management Board to complete the approval of 17 projects and appraise and approve detailed designs of 14 projects in the second quarter. Along with that, develop a schedule to start construction of 36 projects in 2025; speed up investment preparation to start construction of some large and important projects before August 20, to celebrate the 80th Anniversary of National Day on September 2 ( note some projects such as Thai Binh River Overpass, Martyrs' Temple and Cultural Park, Provincial General Hospital...).

For projects that are slow to clear the land, the Provincial Chairman requested the People's Committees of districts and cities: Cam Giang, Thanh Ha, Chi Linh to focus on propaganda and mobilization for site clearance, handing over to investors before June 15. The remaining localities focus on speeding up the site clearance progress of 26 projects in the province, to be completed before June 30.

The Department of Finance will continue to closely monitor monthly disbursement progress; urge units and localities to immediately disburse that do not meet requirements according to plans and scenarios; advise the Provincial People's Committee to direct implementation to ensure the province's disbursement rate is always higher than the national average.

The Chairman of the Provincial People's Committee assigned the Department of Home Affairs to advise on criteria for evaluating cadres in conjunction with the results of public investment disbursement; apply them in the work of reviewing, streamlining, and reorganizing the apparatus.
