In Resolution No. 125/NQ-CP, the Government approved the dossier of the Project on the arrangement of provincial-level administrative units (DVHC) in 2025 submitted by the Ministry of Home Affairs.
At the same time, in Resolution No. 126/NQ-CP, the Government also approved 34 dossiers of the Project on the arrangement of commune-level administrative units in 2025 submitted by the Ministry of Home Affairs.
The Government assigns the Minister of Home Affairs to preside over and coordinate with relevant agencies to carry out the tasks assigned in Resolution No. 118/NQ-CP of the Government.
The above Resolutions take effect from May 9, 2025.
According to the Submission No. 2174 dated May 8 on the arrangement of commune-level administrative units in 2025 signed by Minister of Home Affairs Pham Thi Thanh Tra and sent to the Government, through reviewing 10,035 current commune-level administrative units nationwide (7,694 communes, 1,724 wards, 617 towns), 63 provinces and cities determined the number of commune-level administrative units implementing the arrangement to be 9,907 (7,570 communes, 1,720 wards and 617 towns).
There are 128 commune-level administrative units (124 communes and 4 wards) that do not implement the arrangement ( Maintain) because they have met both standards on natural area and population size or have special factors (etat of establishment) according to the provisions of Resolution No. 76/2025/UBTVQH15.
The provinces and cities have developed 3,193 plans to arrange 9,907 commune-level administrative units to form 3,193 new commune-level administrative units, a reduction of 6,714 units.
Regarding the number of commune-level administrative units after the arrangement, compiled from the Project documents of localities, it is expected that after the arrangement, the whole country will reduce 6,714 units (a reduction of 66.91%, ensuring the reduction rate according to the Central Government's regulations is from 60% - 70%, from 10,035 commune-level administrative units to 3,321 commune-level administrative units).
The number of commune-level administrative units that do not implement the arrangement (maintain) is 128 units of 36 provinces and cities, of which 28 units have isolated locations in 15 provinces and cities.
The Ministry of Home Affairs said that in general, the number of communal units decreased by the national average of 66.91% in accordance with the policy of the Central Executive Committee and practical conditions of the localities. This reduction basically meets the requirements of building a commune -level government near the people and killing people to better serve the people.
According to the Ministry of Home Affairs, 3,039/3,193 commune-level administrative units after the reorganization have ensured the regulations on natural area standards and population size in Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee (reaching a rate of 95.18%).
503/3,193 units (15.75%) formed from the arrangement and merger of 3 or more commune-level administrative units do not have to be considered for assessment standards, and are applied according to the provisions of Clause 2, Article 5 of Resolution No. 76/2025AJBTVQH15
The number of commune-level administrative units that have not met the standard orientation on natural area or population size is 154 (formed from the arrangement and merger of 2 commune-level administrative units, accounting for 4.82%), but cannot be arranged further with adjacent commune-level administrative units.
