On May 9, Politburo member and Prime Minister Pham Minh Chinh chaired a Government meeting on the arrangement and reorganization of administrative units (ADUs) at all levels and building a model of organizing local government at both levels.
At the meeting, the Government commented on the report on the implementation of the DVHC arrangement at all levels and the local government organization of the two levels, the content submitted to the Government the scheme of arranging and consolidating the province and the city and the projects of the commune -level DVH arrangement.
At the same time, the Government also gave opinions on the work of building and perfecting institutions related to the organization of local government at two levels, implementing decentralization and delegation of authority between the Central and local governments.
At the meeting, Minister of Home Affairs Pham Thi Thanh Tra reported to the Government on the implementation of the arrangement of administrative units at all levels and the organization of local government at all levels.
Minister Pham Thi Thanh Tra said that in the past time, provinces and cities have implemented processes and procedures to develop documents for the Provincial-level ADVHC Arrangement Project and the Commune-level ADVHC Arrangement Project to submit to the Government (through the Ministry of Home Affairs) before May 1, 2025 according to regulations.
The Ministry of Home Affairs - the Standing Committee of the Government's Steering Committee has focused on mobilizing the total force and withdrawal of the organization of the project appraisal of projects 63 provinces and cities; At the same time, developing a project of provincial -level DVHC and 34 sets of dossiers for arrangement of communal units of new provinces of 63 provinces and cities.
By May 8, all documents and projects had been completed to advise the Government to submit to the National Assembly Standing Committee for consideration and decision on the arrangement of administrative units of 63 provinces and cities (belonging to 34 new provinces).

For the number of communal units after arranging, according to the summary of the local project file, it is expected that after the arrangement, the whole country decreased by 6,714 units (down 66.91%, ensuring the decrease rate in accordance with the central regulations was from 60% - 70%, from 10,035 DVHC to the commune level to 3,321 DVHC commune level).
Of which, Hanoi city was the locality with the largest reduction rate (76.05%) and Can Tho city was the locality with the lowest reduction rate (down 60%).
The 5 localities with the largest reduction in number are Hanoi; Thai Binh; Hung Yen; Quang Binh and Hai Phong.
The 5 localities with the lowest number of reductions are Can Tho City; Soc Trang; Dak Nong; Ben Tre and Kon Tum.
The number of commune-level administrative units that do not implement the arrangement (maintain) is 128 units of 36 provinces and cities, of which 28 units have isolated locations in 15 provinces and cities.
The Minister of Home Affairs said that in general, the number of communal units decreased by the national average of 66.91% in accordance with the policy of the Central Executive Committee and practical conditions of the localities. This reduction basically meets the requirements of building a commune -level government near the people and killing people to better serve the people.
