On December 3, news from the Hai Phong City People's Committee said that the City People's Committee has decided to allow the change of land use purpose and hand over land to the Department of Transport to invest in the construction of Do Muoi Street extended to VSIP axis road in Thuy Nguyen district.
According to the decision, the People's Committee of Hai Phong City allows the conversion of the purpose of use of 36,625.3 square meters of rice-growing land (approved by the City People's Council to convert the purpose of land use in Resolution No. 43.NQ-HDND dated August 29, 2022) to non-agricultural land.
At the same time, the People's Committee of Thuy Nguyen district has cleared 62,496.1m2 of land, including 44,765.4m2 in Tan Duong commune and 17,730.7m2 in Duong Quan commune, for the Department of Transport to invest in the construction of Do Muoi road extended to VSIP axis road under the Investment Project to build Do Muoi road extended to VSIP axis road and develop urban areas in the vicinity.
Land allocation method: No auction of land use rights, no bidding to select investors to implement projects using land.
Hai Phong City People's Committee assigned the Department of Natural Resources and Environment to preside over and work with the People's Committee of Thuy Nguyen district, the People's Committees of Tan Duong and Duong Quan communes to implement the Decision, hand over the location and boundary markers of the land to the Department of Transport to implement the Project, and direct the Land Registration Office to adjust the cadastral records according to regulations.
The People's Committee of Thuy Nguyen district is responsible for: Inspecting and reviewing the implementation of land recovery, compensation, and site clearance for the remaining area to implement the Project according to the provisions of law; Regularly inspecting and supervising the land use of the Department of Transport to ensure compliance with the provisions of law; In case of detecting violations, promptly handle them according to regulations.
The Department of Transport is responsible for: Using land for the right purpose, investing in the construction of Do Muoi Street extended to VSIP axis road according to the approved investment project and planning; after completing the investment and construction, hand it over to the competent management agency according to regulations; Coordinate with the People's Committee of Thuy Nguyen district to complete land acquisition, compensation, support, and site clearance for the remaining area of the Project, complete the application for land allocation according to regulations; Implement the conversion of rice-growing land use purposes according to regulations.
Assign the Departments and branches: Agriculture and Rural Development, Finance, Construction, Planning and Investment, City Tax Department, City State Treasury to be responsible for guiding, inspecting, and supervising the Department of Transport to ensure compliance with current legal regulations.
The project to invest in the construction of Do Muoi Street extended to VSIP axis road and develop the surrounding urban area has a route length of 1.58km; designed speed of 60km/h and creates land fund for urban development in the surrounding area with a scale of 44.153ha in Thuy Nguyen district. In which, the first section of the route has a road width of 50.5m; the last section of the route is 36m wide. The project invests in the complete construction of the at-grade intersections at the beginning and end of the route and the synchronous technical infrastructure system along the entire route. The total investment of the project is 1,066 billion VND from the city budget; implementation period is from 2022 to 2024.
