On the evening of January 3, information from the Traffic Police Department (Traffic Police, Hanoi City Police) confirmed the incident of a blue-plate car carrying a person sitting on the roof, and proceeded to fine the offending driver.
Accordingly, on January 1, 2025, social media users posted images and video clips reflecting the incident of a car with blue license plate 29A-040.XX carrying 3 people on the roof. The vehicle was traveling through Le Duc Tho Street (Nam Tu Liem District, Hanoi), causing traffic insecurity.
Through information search of Hanoi Traffic Police Department, blue license plate 29A-040.XX was issued to an educational institution in Cau Giay district.
The driver of the above vehicle was identified as Mr. D.V.T (born in 1983, registered permanent residence in Quynh Phu district, Thai Binh province).
Based on the content of the incident, on January 3, 2025, Road Traffic Police Team No. 6 (Hanoi Traffic Police Department) invited the driver of the above car to the headquarters for questioning.
At the police station, Mr. D.V.T admitted his violation as reflected in the clip. Traffic Police Team No. 6 proceeded to draw up an administrative violation report for Mr. T due to the violation of "Carrying people on the roof of the car", temporarily confiscating Mr. T's driving license in the electronic environment.
According to Decree No. 168/2024/ND-CP of the Government regulating administrative sanctions for violations in the field of road and railway traffic, the above violations will be fined from 4,000,000 - 6,000,000 VND and 6 points will be deducted from the driver's license.
Also on January 3, Road Traffic Police Team No. 5 (Hanoi Traffic Police Department) verified and handled Mr. N.H.Q.L (born in 1998, residing in Thanh Tri district, Hanoi city), for driving car with license plate 30H-489.XX to make a U-turn on Chuong Duong bridge.
The above violation was filmed by passersby and posted on social networks.
On January 3, Road Traffic Police Team No. 5 drew up an administrative violation record and temporarily detained Mr. Q.L's driving license for punishment. Because at the time of the violation, the fine level according to the new regulations had not yet been applied, based on Decree No. 100/2019/ND-CP, amended and supplemented by Decree No. 123/2021/ND-CP, the above violation will be fined from 400,000 - 600,000 VND.
According to Decree No. 168/2024/ND-CP, the above behavior will be subject to a fine of 2,000,000 - 3,000,000 VND.
