Nearly VND9,900 billion to build a modern urban area north of Cam River
The investment project to build technical infrastructure for the new urban area north of Cam River has a total investment of more than VND 9,899 billion from the city budget. The investment scale of the Hoang Van Thu bridge construction project is about 1,138.5 m long, the construction of the left dike of Cam River is more than 2 km long; the main traffic system of the new urban area North of Cam River is 9,958 m long and the technical infrastructure system of the urban area.
This is a key project of Hai Phong to develop and expand the city to the North and gradually complete the new city center system according to the urban space development orientation identified in the adjustment of the General Planning for City Construction to 2025, with a vision to 2050. The project has been approved by the Prime Minister in Decision No. 1131/QD-TTg dated June 24, 2016, approved by the City People's Committee in Decision No. 2008/QD-UBND dated September 15, 2016.
According to the People's Committee of Hai Phong City, to implement the project, the People's Committee of Thuy Nguyen City has cleared and handed over 280.2/317 hectares, the remaining area of 36.8 hectares of military land, Water Transport Joint Stock Company No. 3 and Luu Kiem Traffic Police Station have not completed site clearance). The People's Committees of Hong Bang and Ngo Quyen districts have completed the clearance and handover of all 7 hectares.
Regarding construction, up to now, some packages of the project have been completed and handed over for use such as Hoang Van Thu Street, Bac Nam main road (Do Muoi Street), Hoang Van Thu bridge. The main traffic works on the handed-over area have been completed at 80-95%. The Cam River left dike projects have reached about 85% completion, the construction of the Cam River left dike from km 23+00 to km 25+000 has reached about 50%.
Delaying the finishing time
Based on the actual site clearance work, the Hai Phong City People's Committee submitted a document to the City People's Council on adjusting the project investment policy and was approved by the City People's Council at the meeting on June 16. Accordingly, the total investment of the project was adjusted from VND 9,899.085 billion to VND 10,866.785 billion (an increase of VND 967.7 billion). The additional costs are mainly related to compensation, site clearance support and resettlement.
The project also adjusted the 2016-2020 period according to Decision 1131/QD-TTg of the Prime Minister to 2016-2027 according to the site clearance progress of military land. The investment scale is only adjusted to build the main traffic system of the new urban area of the North Cam River from 9,958 m to 9,962 m. Other items remain the same.
Along with adjusting this project, the Hai Phong City People's Council has also recently adjusted the list of projects and works requiring land acquisition and the list of projects and works changing the purpose of using rice-growing land and protective forest land in the city in 2025; adjusted and supplemented the List of land plots to be auctioned for investment projects using land in the city in the period of 2025 - 2026 (2nd time). At the same time, the investment policy for the project to invest in the construction of the road connecting National Highway 5 with National Highway 10 through Kien An district was approved; adjusting the investment policy for the project to invest in the construction of the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien route...
