Key project passes through 3 inner-city districts
The project to build a road from Tan Vu - Hung Dao - Bui Vien intersection has a total length of about 11 km, including main items: construction of a section from Tan Vu - Hai Thanh intersection and the Hung Dao - Bui Vien section with a 37m foundation width, an 8-lane road surface in the middle and a 5m wide median strip; construction of a section from DT.353 - Hung Dao with a foundation width of 68m, an 8-lane road surface; construction of Hai Thanh bridge over Lach Tray river with a bridge length of about 1,133.6m. This is a special traffic project with a total investment of more than 7,000 billion VND from the city budget.
The project is expected to help complete the urban infrastructure system of the city in general and the districts of Hai An, Duong Kinh, Kien An in particular. Along with that, create a premise for the development of new urban areas, contribute to the construction of modern urban areas, encourage the attraction of domestic and foreign investment capital to the districts where the roads pass through.
The route also shortens the route, reducing the time for vehicles to run from Hai Phong seaport area: Hai Phong port, Chua Ve port, Dinh Vu port, Hai Phong International Gateway port in Lach Huyen... along National Highway 5, National Highway 10 and provincial routes to transport goods and passengers to provinces and cities; bringing economic efficiency to businesses, promoting socio-economic development, ensuring national defense and security of the city.
The project started construction on March 11, 2025. Up to now, Hai An, Duong Kinh, Kien An districts are carrying out compensation and site clearance, handing over 53.71/106.53 hectares to investors.
Regarding construction, the Tan Vu intersection item has completed licensing procedures, handed over the site; gathered machinery to construct the road.
Regarding the construction of the section from the intersection of the inter-ward road to the intersection of Hai Thanh overpass, 21/520 bored piles and 5/42 piers have been constructed. The contractor is constructing embankments, organic dredging, sand leveling... to construct the road. At the intersection of Bui Vien Street, the contractor constructing 23/98, drilling piles for the bridge part, digging the roadbed, leveling sand... has been more than 2.4 km.

Adjusting the scale, time, and investment level of the project
However, due to the increasingly serious traffic congestion in Hai Phong, especially during rush hour. When the Ring Road 2 section Tan Vu - Bui Vien is completed, Nguyen Truong To route (4 lanes) will be a traffic jam due to the size of the cross-section not being similar to the remaining routes, posing a potential risk of congestion and traffic insecurity on this route.
At the same time, Nguyen Truong To Street is intersecting at the same level as National Highway 10, controlling traffic with traffic lights. Traffic congestion often occurs at this intersection. When the Ring Road 2 is completed, heavy-duty transport vehicles will mainly travel through the button to move from Hai Phong Port to National Highway 5 and National Highway 10.
Traffic volume on National Highway 10 will increase, so the risk of congestion and traffic insecurity at the intersection is very high. Therefore, the People's Committee of Hai Phong City proposed to adjust the expansion of Nguyen Truong To Street and Bui Vien Street from the National Highway 10 intersection to the Ring Road 2 intersection with a total length of 10.4 km to increase the ability to travel on the route, reducing the risk of traffic insecurity.
By adjusting the scale of the project, the city also adjusted the project implementation area from 106.53 hectares to 176.78 hectares, expanding to An Duong district. The total investment also increased by more than VND 1,153 billion compared to before (after adjustment to more than VND 8,593 billion). The implementation period is from 2021-2026 to 2021-2028.
