The working delegation of the National Assembly's Economic and Finance Committee led by Mr. Nguyen Hong Dien - Member of the Party Central Committee, Vice Chairman of the National Assembly - worked with the city on the situation of implementing the Resolutions and Conclusions of the Party and the National Assembly on growth targets and key transport projects.
Reporting at the meeting, Hai Phong City People's Committee informed that, closely following the Resolutions of the Central Government and the National Assembly, Hai Phong continuously strives to maintain the goal of double-digit growth, GRDP growth in the first quarter of 2026 of the city reached 11.21% compared to the same period, rising to third place in the country and leading in the group of centrally-run cities...
The city also frankly reported on the difficulties affecting infrastructure projects. To unlock resources, Hai Phong city proposed to the National Assembly and National Assembly committees to support the locality in proposing specific mechanisms and policies, amending and supplementing current regulations to increase proactiveness. At the same time, the city proposed that the Government soon allocate medium-term public investment plans for the new phase, the Ministry of Finance provide specific guidance on budget expenditures and request ministries and sectors to soon hand over the center line, official site clearance boundaries for the locality to deploy synchronously with urban development planning.
Speaking to direct the meeting, Vice Chairman of the National Assembly Nguyen Hong Dien highly appreciated the proactiveness and decisiveness of Hai Phong city leaders in implementing the Resolutions of the Party and the National Assembly, especially the outstanding economic growth momentum and the active preparation of land for the national railway project.
The Vice Chairman of the National Assembly requested the city to continue to seriously grasp the Resolutions, urgently complete synchronous planning to proactively welcome new investment waves. Hai Phong promotes the change of growth model, focusing on key industries with high added value such as high-tech industry, semiconductor microchips, AI, marine economy and modern logistics services.
In addition to coordinating with ministries and sectors to research and propose specific mechanisms and drastic disbursement of public investment capital associated with administrative reform, the Vice Chairman of the National Assembly noted that the city needs to accelerate the progress of site clearance and build resettlement areas to ensure good social security to serve the Lao Cai - Hanoi - Hai Phong railway project. At the same time, the city must carefully review the planning of the system of stations and connecting transport infrastructure according to the TOD model (urban development model taking public transport system as the backbone) to ensure synchronization and intercommunication with the seaport system and strengthen regional linkages to maximize the role of the Northern economic growth pole. Regarding the recommendations, the working delegation acknowledged and will fully summarize them to report to the National Assembly and the Government for consideration and removal according to their authority.
Previously, the working delegation conducted a field survey of the Lao Cai - Hanoi - Hai Phong railway line construction investment project at the planned location of the Southern Hai Phong railway station in Kien Minh commune. After listening to the Railway Project Management Board and the Department of Construction report, the working delegation noted that the locality has completed surveying, extracting, and assigning land ownership to serve the preparation of land plot dossiers for the main route in 23 communes, wards, and special zones. The work of planting temporary land management markers has also been synchronously implemented from mid-2025 to serve the resettlement plan for about 1,749 households, and the city has promptly started construction of a number of resettlement areas and related component projects to ensure general progress.
Leaders of the City People's Committee said that the city requests relevant departments, branches and localities to urgently coordinate with the Ministry of Construction and the Project Management Board to soon complete the boundary markers and hand over the official route centerline; and at the same time study planning the system of stations connecting transport infrastructure and logistics services according to the TOD model. The Chairman also especially emphasized accelerating the site clearance progress of the Lao Cai - Hanoi - Hai Phong railway line investment project, prioritizing the construction of spacious resettlement areas to ensure good social security, helping people soon stabilize their lives.
