Hanoi is urgently implementing key tasks related to the development of the urban railway (UR) system, in which it requests the Department of Construction to soon establish a Working Group to implement UR in the 2026-2030 period and complete the network investment progress report before May 19.
According to the direction of Vice Chairman of Hanoi People's Committee Truong Viet Dung, the Department of Construction must urgently implement the tasks assigned in Notice No. 357/TB-VP dated May 1, 2026 and Document No. 7813/VP-ĐT dated April 29, 2026 of the Office of Hanoi People's Committee.
Specifically, the Hanoi Department of Construction is assigned to advise the Hanoi City People's Committee to issue a decision to establish a working group to study and organize the implementation of the Capital's urban railway system in the 2026-2030 period. At the same time, this unit needs to complete a report for the City People's Committee to ask for the Prime Minister's opinion on the progress of investment and construction of the urban railway network.
Accordingly, the report must be linked to the planning and development orientation of the railway industry, and at the same time propose a mechanism to mobilize resources from domestic and foreign enterprises to participate in investing in urban railway lines.
According to the new direction, Hanoi City will develop a large-scale urban railway network with 18 routes, a total length of nearly 1,000km, with a total estimated investment of more than 100 billion USD.
The urban railway network plan of the Capital has been adjusted many times according to urban development needs. In 2016, according to Decision 519/QD-TTg, the system included 10 lines with a total length of nearly 398km and 3 monorail lines about 44km long. By the General Plan of the Capital adjusted in 2024 according to Decision 1668/QD-TTg, the scale was expanded to 14 lines with a total length of 616.9km.
In the new direction, the network continues to expand to 18 routes, playing the role of "backbone" of public transport, supporting the "multipolar - multi-center" urban model and developing according to the TOD orientation.
According to the investment phase, the 2026-2035 period is expected to complete about 10 routes or route sections with a total length of about 500km, prioritizing key projects such as route No. 1 (Noi Bai - Ngoc Hoi) and route No. 6.
The 2036-2045 phase will complete 7 more routes or route sections about 383km long; the 2046-2065 phase will complete the remaining 3 routes with a length of about 96km.
The total investment of the entire network is assessed to be very large, ranging from 109.7-137 billion USD depending on the construction plan. The 2026-2035 period alone needs about 60-70 billion USD, while there is still a shortage of 18-27.6 billion USD, posing an urgent requirement for resource mobilization.
To meet capital needs, Hanoi City plans to diversify investment sources, in which the city budget plays a leading role, combined with support from the Central Government, ODA capital, bond issuance, especially green bonds, and forms of public-private partnership (PPP).
