Information from the Department of Finance, implementing Plan No. 09/KH-UBND dated January 12, 2026 of the City People's Committee (Plan No. 09) on overall handling of housing and land funds that are public assets not used for residential purposes managed by Housing Management and Trading Co., Ltd., the total number of houses under management and handling according to Plan No. 09 is 273 points.
In which, the recovery in the form of lawsuits in court is 59 points, the empty house point managed by the Housing Business Company is 32 points; 159 points of house and land recovery according to Decree No. 108/2024/ND-CP and 23 points not yet recovered according to the city's direction.
Specifically, as of June 28, 14 house locations have had judgments, procedural agencies and civil judgment enforcement agencies have completed 12 locations, handing over houses to Hai Phong Housing Management and Trading Co., Ltd. for management. For 45 lawsuits filed with the City People's Court, 43 cases have been returned to the Court (the regional People's Court has accepted 40 cases, has not accepted 3 cases due to needing to supplement documents); the remaining 2 cases are being reviewed and completed.
For vacant houses, the city has completely handled 26 houses and land facilities. Among them, 25 facilities have been handed over to the Land Fund Development Center for management and handling according to the plan; 1 facility restored the original state of the corridor.
In particular, regarding the progress of recovering 159 points according to Decree No. 108/2024/ND-CP, 4 establishments have voluntarily returned their houses; 35 establishments have been issued Decisions on coercive recovery by the People's Committees of wards. Through propaganda and mobilization, 20 rental parties have voluntarily returned their houses or committed to returning their houses; successfully implemented coercion of 1 point in Ngo Quyen ward; is continuing to mobilize 3 points and prepare dossiers for coercion for 11 points in Ngo Quyen and Le Chan wards. In addition, the Department of Finance has issued a document reporting to the City People's Committee agreeing with the policy of issuing the next coercion decision for 109 other houses and land establishments...

To accelerate the implementation of Plan No. 09/KH-UBND, creating fundamental changes in July 2026, Vice Chairman of the City People's Committee Le Trung Kien assigned the Department of Finance to preside over and study the classification of houses and land that have been and are being recovered, coordinate to review planning, develop land use plans after recovery, and report to the City People's Committee. Along with that, coordinate to consider and resolve petitions from organizations and individuals renting houses, dialogue; propose and report to the City People's Committee issues beyond their authority.
Hai Phong Housing Management and Trading Co., Ltd. urgently coordinates with relevant departments and branches to review the amount to be collected and outstanding debts of each house and land lease point to have measures to urge complete recovery; review all recommendations, and definitively resolve legal obstacles.
The Vice Chairman of the City People's Committee also assigned the City Tax Department to continue to calculate money, notify, and collect house and land tax according to regulations, unify the collection content; analyze and clarify the time of tax debt to have appropriate and public handling solutions. The City Police force closely coordinates with local authorities to maintain security and social safety throughout the process of judgment enforcement and enforcement of asset recovery...
Localities and units focus highly on the work of recovering houses and land according to Plan No. 09; continue to propagate, mobilize, and dialogue in the process of recovering houses and land that are public assets not used for residential purposes; support City Judgment Enforcement to definitively enforce judgments on houses and land facilities that have had judgments and decisions of the Court that have taken legal effect. For cases subject to coercion, localities focus on deploying according to regulations.
