Erasing dangerously degraded apartment buildings
Hai Phong currently has 177 old apartment buildings that are degraded, most of which were built in the period 1960-1985 and have expired their service life. Of which, 66 are dangerous level D apartment buildings, 58 are level C apartment buildings. Infrastructure in these areas is overloaded, outdated, and does not ensure fire safety. The city is promoting the relocation, renovation, and reconstruction of apartment buildings to ensure safety for people.
From the beginning of July, Ngo Quyen ward proceeded to demolish the old apartment buildings A7, A8 Van My - 2 buildings built from the 1970s - 1980s, belonging to the emergency support category. After Typhoon Yagi, the 5-story apartment building A7 Van My appeared tilted, with the risk of collapse and dragging along the 5-story A8 building behind.
The dismantling of 2 leaning apartment buildings is not only an urgent measure to ensure absolute safety for people living around the area during the complicated rainy and storm season, but also to clear ground for the Project to invest in building technical infrastructure works in the Van My and 311 Da Nang apartment buildings.
In Gia Vien ward, from the end of 2025, dozens of old apartment buildings down to level D will also be gradually demolished and handed over land to serve the Dong Quoc Binh old apartment building renovation investment project (phase 2). Not only ensuring safety for people living in Dong Quoc Binh old apartment buildings, the project also contributes to embellishing and renewing the urban center of the city in a civilized and modern direction.
Accelerate the progress of renovating old apartment buildings
Along with demolishing dangerous old apartment buildings, Hai Phong is accelerating the development of social housing, meeting the needs of about 5,700 households in the inner city. Many key projects are being implemented, including the project in alley 75 Ly Thanh Tong which has been completed, arranging safe accommodation for people.
In the coming time, the city will continue to mobilize and flexibly allocate housing resources to relocate 9,002 households in 177 old apartment buildings, prioritizing prior handling for 66 dangerous level D apartment buildings. However, in reality, most of the degraded old apartment buildings in Hai Phong are concentrated in the core of the old urban area, the cost of site clearance and temporary accommodation and resettlement is very large. Meanwhile, urban planning strictly regulates height, reduces construction density and reduces population size in the core area to avoid infrastructure overload.
Due to limited planning targets, the financial plan is not attractive to attract investors to participate. To remove financial obstacles and accelerate the progress of eliminating dangerous apartment buildings in the area, Hai Phong City People's Committee proposes that functional agencies consider and supplement a mechanism to use state budget funds to support site clearance costs, thereby increasing project feasibility and creating motivation to attract investors to participate in renovating and rebuilding old apartment buildings.
