On May 6, the hall of Viet Yen Village Cultural House (Nam Phu commune, Hanoi) was packed with people attending, listening to information related to land acquisition, site clearance and compensation, support, and resettlement policies of the Ring Road 3.5 project section from Phuc La - Van Phu to Phap Van - Cau Gie expressway.
At the conference, representatives of the Investment - Infrastructure Project Management Board of Nam Phu commune provided general information on the project implementation progress, land recovery scope, compensation, support, resettlement mechanisms and policies, as well as plans for inventorying and reviewing assets for households subject to site clearance.

Accordingly, on December 13, 2025, Hanoi City People's Committee issued Decision No. 6206/QD-UBND approving Component Project 2: Investment in the construction of Ring Road 3.5 section from Phuc La - Van Phu to Phap Van - Cau Gie expressway.
The project passes through wards and communes: Kien Hung, Phu Luong, Nam Phu, Dai Thanh, Ngoc Hoi and Thanh Tri, with a total land use area of about 130.15ha.
The project has a total length of about 10.7km; the starting point intersects with Van Khe street (Kien Hung ward), the ending point connects to the Phap Van - Cau Gie expressway and connects to Ngoc Hoi bridge. The road is designed with a scale of 6 lanes for motorized vehicles with parallel roads on both sides, cross-section from 60 - 80m.
On the route, 4 bridges will be built including: Song Nhue bridge, Hoa Binh bridge, To Lich bridge and Dong Tri - Dong My bridge; and overpasses will be built at the intersection of National Highway 1A and Phap Van - Cau Gie expressway.
The total investment of the project is about 5,601 billion VND, invested by the Hanoi Civil Engineering Construction Investment Project Management Board.
According to assessments, when completed, Ring Road 3.5 will contribute to completing the capital's framework transport infrastructure system, strengthening inter-regional connectivity, reducing traffic pressure for the inner city area, and at the same time opening up great room for urban development, trade, services and effective exploitation of land funds in the Southern Hanoi area.

To serve site clearance work, Nam Phu Commune People's Committee has announced the policy of land recovery to more than 250 households in 3 villages: Viet Yen, Tu Khoat and Tuong Chuc.
At the conference, the majority of people's opinions expressed their agreement and support for the project implementation policy, and at the same time wished the implementation process to ensure publicity, transparency, compliance with regulations and harmony of people's interests.

Exchanging and answering opinions at the conference, Ms. Nguyen Thi Thu Huyen - Director of the Investment - Infrastructure Project Management Board of Nam Phu commune - affirmed that the people's recommendations are all valid contents and will be summarized by the locality and reported to competent authorities for consideration and resolution.
According to Ms. Huyen, in the coming time, the commune's working groups will directly go to each household to notify, inventory assets, review dossiers and develop draft compensation and support plans in accordance with the law. At the same time, the commune will maintain public information channels, strengthen dialogue according to specific cases to promptly remove difficulties and obstacles arising during the implementation process.
The locality's point of view is to both ensure the project implementation progress according to the city's direction, and pay special attention to the legitimate and lawful rights and interests of the people. All contents related to site clearance work will be carried out publicly, transparently, and in accordance with regulations," Ms. Nguyen Thi Thu Huyen emphasized.
