On July 23, Mr. T.V. S (65 years old, Chuyen My commune, Hanoi) brought a certificate of land use rights (also known as a red book) to the Economic Department of Chuyen My commune to carry out procedures to correct the name recorded in the book.
The red book of Mr. S's household was issued by Phu Xuyen District People's Committee, Ha Tay province (old) in 2003, with the name T.D. S. recorded. Meanwhile, his birth certificate and ID card information recorded the name T.V. S.
Mr. S said that after his name in the red book is corrected, he will declare information for the government to erase the "T" digit data printed in the red book.
The red book with the letter "T" does not clearly show the purpose of use, causing difficulties for people in transferring, donating, and inheriting. Therefore, when the government implements the review and deletion of the letter "T" data, people like us strongly support it" - Mr. S said.
The 30-day campaign to review and freely remove "T" data for people on issued land use right certificates was implemented by the People's Committee of Chuyen My commune from July 15 to August 15.
The purpose is to re-determine the area of residential land according to the land allocation dossier and the issued land use right certificate, ensuring accuracy and transparency in land management in the commune.
The removal of the "T" will help people fully exercise their legitimate rights such as: Inheritance, donation, transfer, mortgage of land use rights and other civil transactions related to land.
The campaign applies to the following cases:
- Being named in the Decision on land allocation or recognition of land use rights issued by a competent authority (mainly the old Phu Xuyen District People's Committee in the period 2000-2006).
- The name of the land user, the allocated area and the area recorded on the land use right certificate must match the list of households and individuals named in the land allocation/land use right recognition decision of the competent authority (attached with the detailed list of land allocation/land use right recognition decisions).
- The land use right certificate is currently recording the purpose of use as the letter "T".
Basic (compulsory) documents, including:
Application for registration of land changes and assets attached to land according to Form No. 18 issued with Decree No. 151/2025/ND-CP; issued land use right certificate (original); photocopy of the Citizen Identity Card of the land user.
Supplementary dossiers for each case, as follows:
In case the certificate is issued to a household where the person named has passed away; the document confirming residence information at the time of issuance of the certificate is certified by the Commune Police; a member of the household named declares and completes the dossier (no written agreement to appoint a representative is required).
In case the certificate is issued separately for the deceased individual: Written agreement to appoint a representative certified by a competent authority.
In case of certificates issued to households: Only one representative in the household needs to be named to declare and complete the dossier to re-determine the residential land area.
