Pursuant to Article 38 of Decree 100/2024/ND-CP, Articles 6, 7, 8 of Circular 05/2024/TT-BXD amended and supplemented by Circular 32/2025/TT-BXD (effective from November 10, 2025) guiding the application for social housing purchase in 2025 as follows:
(1) Application for purchase of social housing (Form No. 01 is specified in the Appendix issued with Decree 261/2025/ND-CP).
(2) Documents proving that they are eligible to buy social housing:
According to Clause 3, Article 1 of Circular 32/2025/TT-BXD, Forms No. 01, 04 and 05 in Appendix I issued with Circular 05/2024/TT-BXD are replaced and at the same time, Form No. 01a is added.
From November 10, 2025, based on Circular 32/2025/TT-BXD, cadres, civil servants and public employees according to the provisions of the law on cadres, civil servants and public employees will use Form No. 01a to prove that they are eligible for social housing policies.
(3) Forms of documents proving housing conditions:
- Form No. 02 (for cases without housing) Appendix I issued with Circular 05/2024/TT-BXD.
- Form No. 03 (for cases of housing) Appendix I issued with Circular 05/2024/TT-BXD.
In case the petitioner is married, the wife or husband must also declare a form of documents proving the conditions for housing according to Form No. 02 in Appendix I issued with Circular 05/2024/TT-BXD
(4) Forms of documents proving income conditions:
Circular 32/2025/TT-BXD supplements Form No. 01a Documents proving subjects and income to enjoy social housing support policies.
Therefore, when making documents to buy social housing, cadres, civil servants and public employees use Form No. 01a to simultaneously prove the subjects and conditions for income according to the new regulations.
Note: The documents proving the subjects, conditions and income are supplemented in Circular 32/2025/TT-BXD and are valid for 6 months, from the date of confirmation by the competent authority.
Documents proving the subject, conditions and income of housing that have been confirmed by competent authorities according to Circular 05/2024/TT-BXD shall continue to be used and valid for a period of 6 months, from the effective date of Circular 32/2025/TT-BXD.
