On the morning of November 18, according to Lao Dong, thousands of people were present at the Center for Culture - Information and Sports of Thien Loc commune, the CT3 Kim Chung social housing application reception point.
Despite the pouring rain, people still lined up for nearly 1km in the rain in the hope of getting the serial number for the date of application submission. Many people even arrived from the evening of November 17 to hold the first positions in the waiting line.

Coming to the application submission point at 3am and patiently waiting for a cold night, Ms. Tran Thi My (a worker in Hanoi) hopes to become one of the first to submit an application to buy social housing.
After 9am, she was called to the reception point, but was surprised when the file order had reached 1,475 even though it was only the second day of opening for reception. She was scheduled to submit her application on December 26.
"The current demand for social housing is too high, while the number of apartments for sale is only over 500 units, so the competition is very fierce. We only know how to queue up early, hoping to submit the application as soon as possible, hoping that the opportunity to own a house will be a little closer" Ms. My shared.

Similarly, Mr. Nguyen Van Dung (Dong Anh commune, Hanoi) was present at the application submission point from nearly 3am and slept there waiting for the procedures. Even though it was dawn, the number of people lining up to submit documents was still very large.
"Today I took a day off to spend a full day submitting my application. The current apartment price has increased too much, the family's income is difficult to cover, so I want to have the opportunity to own a social housing unit to stabilize my life," said Mr. Dung.

There are still many families with elderly people and children submitting applications. It rained non-stop but people still waited patiently. Although the number of people coming to submit their applications was large, people still lined up very orderly, not jostling or pushing.
Previously, according to the reporter's records on the evening of November 17, hundreds of people were present early to queue up to reserve their seats, waiting for the next day to submit their documents. Many people brought chairs, tarps and food to wait overnight.

It is known that the total number of apartments in CT3 building is 1,104, including 929 social housing units and 175 commercial apartments. Accordingly, the number of social housing units for sale is 589, with an area of about 35,068m2; the number of apartments for rent is 212 units, with an area of about 10,728m2; the number of apartments for rent is 128 units, with an area of about 7,551m2.
The temporary selling price of social housing apartments (including VAT and maintenance fees) is VND 18,400,000/m2; the temporary rental price is VND 91,700/m2/month; the temporary rental price is VND 312,860/m2/month, the rental period is 5 years. The above price is only temporary, the official price will be approved by the investor according to current regulations.
The time to receive registration documents for purchase, lease, and lease-purchase is from November 17, 2025 to January 3, 2026 (excluding Saturdays, Sundays and holidays). Morning from 8am to 11:30am, afternoon from 1:30pm to 5pm. It is expected to sign a social housing sale and purchase contract in the first quarter of 2026 and hand over the apartment in the fourth quarter of 2026.
