The road project connecting Nguyen Luong Bang street with Tran Nhan Tong street was approved for investment policy by the 16th Hai Phong City People's Council at the 6th session, July 20, 2022.
By March 8, 2023, the City People's Committee approved the project in Decision No. 600/QD-UBND with a total investment of 189.312 billion VND. The investment scale of the project is to build a road connecting Nguyen Luong Bang street with Tran Nhan Tong street, about 1.5 km long; relocate electricity, transformer stations, complete urban technical infrastructure works such as drainage systems; lighting systems, green trees, road signs according to current standards.
According to the plan, the project will be completed in 2024. However, by October 2024, at the 19th session, the 16th Hai Phong City People's Council decided to adjust the investment policy of this project in terms of both investment level and implementation time. Accordingly, in addition to 189.312 billion VND of the city budget, the project will be supplemented with more than 29 billion VND from the old Kien An district budget (total investment is 218.327 billion VND).
Previously, on October 24, 2025, Phu Lien Ward People's Committee issued a notice of land recovery to implement the project for 346 households and 1 organization, with a total recovered area of 22.23 ha.
In the process of implementation, the ward has actively propagated, mobilized, and organized dialogues to create consensus among the people. The ward has fully applied compensation and support policies according to current regulations. However, Mr. Nguyen Van C and his wife, Ms. Vu Thi D, are the last cases not to comply with the land acquisition decision.
After many efforts to persuade but without results, on April 16, the Ward People's Committee issued a decision to enforce land recovery for this household in accordance with the law.
By the morning of April 17, Mr. Nguyen Van C and his wife, Ms. Vu Thi D, agreed with the compensation and support plan, received funds and handed over the site for the project.
The completion of site clearance is an important condition for functional agencies to accelerate the progress of phase 2 of the project to connect Nguyen Luong Bang street with Tran Nhan Tong street, contributing to promoting socio-economic development in the locality.
