According to a report by the Hung Yen Provincial Department of Construction, in 2026, the whole province has 31 housing and urban area projects expected to generate budget revenue, with a total land use fee of about 35,870 billion VND.
By September 2026, 7 projects have been approved by the Provincial People's Committee for specific land prices and the tax authority has notified the payment of land use fees, of which 1 project has completed financial obligations; 4 projects have submitted to the Provincial Land Price Appraisal Council for appraisal; 4 projects have land allocation decisions, and land prices are being determined.
In addition, 13 projects have completed site clearance or partially completed, meeting the conditions for land allocation; 3 projects have not completed site clearance, not meeting the conditions for land allocation.
Through review, the progress of some projects is still slow. Some investors have received notices of land use fee payment but have not fulfilled financial obligations; the development of land price plans at some projects is still slow.
Some projects have completed or basically completed site clearance but have not been allocated land due to obstacles in planning, extracts or procedures for requesting land allocation. Site clearance work at some projects has not met the requirements of progress, and coordination between localities and investors is not close in some places.
At the meeting, delegates focused on reviewing the progress of each project group; analyzing difficulties and obstacles related to site clearance, land allocation, land price determination and financial obligation implementation; and at the same time proposing solutions to accelerate the implementation progress, striving to create budget revenue according to the 2026 plan.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam requested departments, branches, localities and investors to focus on reviewing the progress of each project, clearly identifying difficulties, obstacles and responsibilities of each agency and unit in each stage; proactively propose solutions to remove obstacles, accelerate progress, and ensure the creation of budget revenue according to the 2026 plan.
Vice Chairman of the Provincial People's Committee Nguyen Hung Nam requested localities to develop specific plans and schedules for each project; strengthen propaganda, mobilization, dialogue, and create consensus among people; urgently complete site clearance for projects that still have problems, and at the same time review projects that meet the conditions to request partial land allocation.
Difficulties and obstacles under authority must be proactively resolved; in cases exceeding authority, promptly report to the Provincial People's Committee for consideration and direction.
