On the afternoon of August 20, the Ho Chi Minh City People's Committee held a conference to consult with Ho Chi Minh City People's Council delegates on adjusting the land price list in the area.
At the conference, Mr. Tran Van Khuyen - Secretary of Hoc Mon District Party Committee, expressed concern over the fact that land prices in this district are expected to increase up to 50 times in some places.
Mr. Khuyen emphasized that Hoc Mon is still a poor district, so such a sudden increase in land prices will cause many difficulties for people, especially low-income households.
He also pointed out that in the suburban districts and suburbs of Ho Chi Minh City there is a lot of agricultural land and people will face great difficulties when wanting to change the land use purpose to residential land if land prices increase too high.
Secretary of Hoc Mon District Party Committee also said that the adjusted land price list needs to be designed to suit the interests of the people, instead of just focusing on implementing development projects. "People need to ensure land use rights and access to housing" - Mr. Khuyen emphasized.
From there, Mr. Tran Van Khuyen said that the city needs to consider, calculate, and extend the application of the adjusted land price list in each period from now until December 31, 2025. At this time, the city needs to create conditions for people so they can change the purpose of land, build houses, and the poor can access housing.
Mr. Nguyen Toan Thang - Director of Ho Chi Minh City Department of Natural Resources and Environment said that it is expected that the adjusted land price list will affect 12 groups of subjects, divided into 3 main groups.
First, the adjusted land price list will affect the determination of financial obligations when carrying out 5 procedures related to the use of land and assets attached to land of households and individuals. These procedures include determining the price of land for resettlement; Recognize and issue certificates of land use rights and change land use purposes; calculate land use fees and land rent.
The adjusted land price list will also affect the determination of the financial obligations of organizations when carrying out procedures for paying annual land rent to the State and determining the starting price for auctioning land use rights when the State land allocation or land lease for land areas that have been invested in technical infrastructure according to detailed construction planning.
Finally, the adjusted land price list will affect the determination of collection and payment rates for 5 types of taxes, fees and fines, including land use tax for land users; income tax from land use rights transfer for households and individuals; fees in land management and use; fines for administrative violations in the field of land; and compensation to the State when causing damage in land management and use.
According to Mr. Nguyen Toan Thang, for procedures for changing agricultural land use purposes, there are 9 affected localities including: District 12, Tan Phu, Binh Tan, Nha Be, Cu Chi, Hoc Mon, Binh Chanh, Can Tho. Now and Thu Duc City, with a total remaining agricultural land area of about 111,090 hectares.
