Determining land use needs to develop land use right auction plans in localities in Gia Vien district (Ninh Binh) still has many limitations. The number of land auction projects is high but the implementation rate of land use plans is low, auction participants are speculative, and the demand for residential land is really low.

Typically, in Long Dien and Lo Met residential areas, Gia Vuong commune (now Thinh Vuong town, Gia Vien district), a land area of more than 40 hectares is planned as a residential area with more than 1,800 residential plots.
In 2020, Gia Vien district invested hundreds of billions of VND to build infrastructure and conduct land use rights auctions. After 6 auctions, more than 1,800 land lots here have been basically transferred to people and investors who won the auction.
Currently, traffic infrastructure, drainage systems, electricity, trees... have been invested and basically completed, however, more than 1,800 plots of land are still uninhabited.
Mr. Nguyen Thanh Tu (residing in Thinh Vuong town) said that in 2021, land in this area was very "hot", investors from everywhere flocked here to buy and resell for profit. However, the "land fever" only lasted for about 1 month and then calmed down.
"In reality, many people participated in the auction, mainly people from other places, not locals, and the auction was mainly speculative, so this entire land of dozens of hectares now only has one or two houses," Mr. Tu shared.

The situation of uninhabited land plots after auction has affected the efficiency of land use in the locality. Many localities, due to pressure to collect budgets, repay debts for basic construction investment... have massively auctioned land use rights but have not investigated and determined the land use needs to develop a land use rights auction plan, leading to the situation that many auctioned land plots are abandoned, and the infrastructure is also degraded.
Speaking to Lao Dong Newspaper, Mr. Ngo Hung Khanh - Vice Chairman of Gia Vien District People's Committee said that more than 1,800 plots of land in the two residential areas above have been auctioned off. The plots of land all have owners, the infrastructure here is also basically completed, but because people do not have a need to live there, they have not built houses.
