The Ho Chi Minh City People's Committee has just issued a document directing the implementation of Resolution No. 452/NQ-HDND dated November 14, 2025 of the Ho Chi Minh City People's Council, regarding the list of land plots to be bid to select investors for projects using land in the city in 2025 (phase 2).
According to this resolution, the Binh Quoi - Thanh Da New Urban Area in Binh Quoi ward has a scale of 405.9 hectares, and will be bid in the period of 2025 - 2026, with a time limit of about 180 days for implementing investor selection procedures.
The Ho Chi Minh City People's Committee assigned the Department of Finance to preside over the announcement of the list of land plots approved by the Ho Chi Minh City People's Council and appraise the investment policy approval documents according to regulations.
The Department of Finance coordinates with the Department of Construction, the Department of Planning and Architecture, the Department of Agriculture and Environment and the People's Committee of Binh Quoi Ward to organize full bidding procedures to select investors, ensuring effective and correct land use.
The Department of Agriculture and Environment and the People's Committee of Binh Quoi Ward are responsible for reviewing and strictly managing the land fund of the bidding area; in case there is land managed by the State, the land recovery, allocation or lease must be done through bidding to select investors for the entire land plot according to regulations.

According to the 1/2000 scale zoning plan, the Binh Quoi - Thanh Da New Urban Area is oriented to become an urban center combined with a flooded park, developed according to the modern urban tourism model, synchronous with technical infrastructure and social infrastructure. The expected population is about 54,000 people.

The urban area is divided into 3 residential units, intertwined with urban-level functions.
Unit in 1: Located in the Northwest, along the existing Binh Quoi road; is an existing residential area combined with resettlement and social housing. The scale is about 18,000 people, area 116.7 hectares.
Unit in 2: Located in the South, opposite An Khanh ward across the Saigon River; oriented to develop a high-quality residential community with many utilities for a healthy lifestyle. The scale is about 20,000 people, with an area of 155.22 hectares.
Unit in 3: Located in the Northeast, opposite Truong Tho area across the Saigon River; outstanding with flooded landscape, boat dock and ecological space. The scale is about 16,000 people, area 151.68 ha.

The entire population of the previous Ward 28, with more than 16,000 people, will have to be relocated to implement the project but will be arranged for on-site resettlement, mainly at the Unit No. 1 along the existing Binh Quoi road axis.
For social housing, the project is expected to reserve about 20% of residential land fund (excluding existing residential land and resettlement land), prioritized for arrangement at Unit No. 1. In case the land fund is not enough, the plan will be studied and supplemented at the Unit No. 2.
The Binh Quoi - Thanh Da peninsula is located about 6.5 km from the center of Ho Chi Minh City, surrounded by the Saigon River and Thanh Da canal, a rare large-scale vacant land fund near the center, facilitating the development of ecological urban areas.
However, the project was approved in 1992 but has been in a state of "suspended projects" for many years due to large investment capital, land clearance problems and many changes to investors, causing the implementation to be delayed for more than 30 years.
