The Ho Chi Minh City People's Committee has just issued a decision approving the task of adjusting the 1/2000 scale zoning plan of the new urban area of Binh Quoi - Thanh Da (now in Binh Quoi ward).
According to the decision, the total area of the planning area is about 423 hectares, calculated according to the boundary of the Saigon River upper bank, excluding the water surface area. The research area is about 549.4 hectares wide, including 125.79 hectares of the Saigon River water surface.
The nature of the planning area is the urban center and flooded parks; Developing modern urban tourism areas, synchronous in technical infrastructure, social infrastructure, interwoven with parks and flooded areas with attractive landscapes.
Orient the development of the high-rise urban center, reduce the density of construction and use of mixed-use land, create landscape areas (natural ecological landscape), other supporting functional areas including houses, administration, offices, hotels, commercial services, culture and tourism along the river.
It is expected that the urban area will have a population of about 54,000 people (specific figures will be determined during the planning process, ensuring compliance with the general planning of Ho Chi Minh City until 2040, with a vision to 2060).

The maximum time to prepare the planning adjustment project is 9 months from the date of approval. The People's Committee of Binh Quoi Ward will be the planning organization, the Ho Chi Minh City Department of Construction will be the appraisal unit, and the Ho Chi Minh City People's Committee will be the project approval agency.
The People's Committee of Binh Quoi Ward and the consulting unit are responsible for ensuring the accuracy of the current status data in the dossier and drawings for planning adjustment. Based on this task, the locality will continue to develop, submit for appraisal and approve the detailed planning project at a scale of 1/2000 - the foundation for urban construction and development management according to the new planning orientation.
The Binh Quoi - Thanh Da peninsula (old Binh Thanh district) is located about 6.5 km from the city center. This place is surrounded by the Saigon River and Thanh Da Canal, creating a rare natural landscape, favorable for the development of a sustainable ecological urban area.
This is the only area in Ho Chi Minh City with a large vacant land fund capable of investing in urban development within a radius of 10 km from the central area.
However, since its approval in 1992, this project has encountered many difficulties due to the large total investment capital, up to VND 30,000 billion and complicated site clearance issues. Many changes to investors have not brought results, making this area a "suspended" project for more than 30 years.

In February 2025, the Department of Planning and Architecture of Ho Chi Minh City (now the Department of Construction) held a ceremony to announce the results and award prizes for the planning - architectural idea contest for the Binh Quoi - Thanh Da peninsula. The contest aims to seek creative and feasible design ideas to realize the goal of developing a modern ecotourism urban area.
With the approval of the task of adjusting the zoning plan this time, Ho Chi Minh City shows its determination to "revive" the project that has been expected for a long time, turning the forgotten land into a new urban highlight of the city.
