On May 25, Lao Cai Provincial People's Committee informed that Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc has just signed and issued a document directing agencies, units, and localities to accelerate the progress of exploitation and handling of surplus houses and land arising in the process of arranging the organizational structure and administrative units at all levels.
According to the direction of the Lao Cai Provincial People's Committee, agencies, units, and People's Committees of communes and wards must urgently review, manage, exploit and effectively handle public assets under their management; ensure prevention of loss and waste and complete the handling in the second quarter of 2026.
Lao Cai Provincial People's Committee requests that the management and exploitation of public assets must ensure efficiency of use, in accordance with the socio-economic interests of the locality. Heads of agencies and units are directly responsible for the progress and effectiveness of handling surplus public assets.
Units must also strictly implement regulations on decentralization of authority in the management and use of public assets; proactively issue or advise on the full promulgation of relevant regulations.
The province also requests to maximize the function of existing headquarters, limit the construction of new headquarters and administrative centers in order to use state budget effectively, avoiding waste and negativity.

For houses and land facilities that have been decided to be allocated, transferred or converted to other functions, agencies, units, and localities must complete the handover, receipt, and commissioning before May 31, 2026.
Lao Cai Provincial People's Committee assigned the Department of Finance to preside over and coordinate with departments, branches, and localities to guide and urge the management, exploitation, and handling of redundant houses and land; and at the same time accelerate advising on the promulgation of house rental price lists for facilities subject to exploitation to soon put assets into use.
The Department of Home Affairs is assigned to research and advise on supplementing the criteria for managing, exploiting, and handling redundant houses and land into the content of assessing the level of task completion for heads of agencies and localities.
Lao Cai Provincial People's Committee emphasized that the heads of agencies, units, and localities will be responsible to the Chairman of the Provincial People's Committee if there is a situation of slow progress, abandonment, degradation, misuse or causing loss and waste of public property.
