Voters in Dong Da ward recently proposed that the Hanoi City People's Committee consider accelerating the approval of the 1/500 detailed planning project for renovation and reconstruction of Vinh Ho collective housing area and its vicinity, and at the same time widely inform about the renovation progress so that people can be proactive in residence and living.
Hanoi City People's Committee said that regarding the detailed planning project, according to the provisions of Clause 3, Article 41, Law on Urban and Rural Planning; Point b, Clause 1, Article 6 of Decree No. 145/2025/ND-CP dated June 12, 2025 of the Government, Decision No. 1216/QD-BXD dated August 5, 2025 of the Ministry of Construction: The authority to appraise and approve tasks and detailed planning projects for renovation and reconstruction of Vinh Ho collective housing area and its vicinity, at a scale of 1/500, belongs to Dong Da Ward People's Committee (after administrative unit arrangement).
Based on the report of the Department of Construction in document No. 7878/SXD-PTĐT dated June 24, 2025, the City People's Committee issued document No. 10069/VP-ĐT dated July 2, 2025 agreeing with the proposal of the Department of Construction in which assigning the People's Committees of wards and communes (after arrangement) to implement tasks related to renovating and rebuilding old apartment buildings within the administrative boundaries of wards and communes after arrangement.
Dong Da Ward People's Committee has issued Decision No. 689/QD-UBND dated November 25, 2025 approving the detailed planning task for renovation and reconstruction of Vinh Ho and surrounding collective housing area, scale 1/500.
To speed up the preparation, appraisal, and approval of detailed planning, the City People's Committee has directed (in document No. 21209/VP-ĐT dated December 18, 2025), the Department of Planning and Architecture has issued document No. 607/QHKT-NSH to the Steering Committee for renovation and construction of old apartment buildings and People's Committees of wards and communes (including Dong Da Ward People's Committee) to guide the updating of new mechanisms and policies on renovation and reconstruction of old apartment buildings.
Request Dong Da Ward People's Committee to urgently and focus on accelerating the progress of organizing the preparation, appraisal, and approval of the detailed plan of Vinh Ho Collective Housing Area according to its functions and authority; provide timely information on the situation and progress of planning to renovate and rebuild Vinh Ho Collective Housing Area for people in the area to know; ensure the progress of approving the detailed plan according to the approved planning task (in May 2026).
Over the past time, the City Party Committee, People's Council, and People's Committee of Hanoi City have paid great attention and directed to accelerate the renovation and reconstruction of apartment buildings in the area. The City People's Council has issued a resolution approving and the City People's Committee has issued a project and plans to implement the project to renovate and rebuild apartment buildings, including assigning tasks to each department, district, and town where apartment buildings are located (now the People's Committees of communes and wards), including the People's Committee of Dong Da district before arranging local government according to a 2-level model.
Regarding the progress of the project and these plans, the People's Committees of districts, towns, and cities, including the People's Committee of Dong Da district (now the People's Committees of wards and communes, including the People's Committee of Dong Da ward), have been and are urgently organizing surveys, planning, and quality inspection (assessing the degraded quality of old houses/apartment buildings) as a basis for organizing the selection of investors for apartment building renovation and reconstruction projects in the area to embellish the city and improve housing for the people of the Capital.
From the end of 2024 to now, to accelerate progress, the City People's Committee has held many meetings to direct the renovation and reconstruction of old apartment buildings and has issued many notices directing and removing difficulties and obstacles in the implementation process for districts (now communes and wards), including the Dong Da District People's Committee before arranging the 2-level government and the Dong Da Ward People's Committee after arranging.
For Vinh Ho Collective Housing Area, according to the report of Dong Da Ward People's Committee, the Ward People's Committee has approved the planning task and is implementing the planning project as a basis for selecting investors to implement the project of renovating and building Vinh Ho Collective Housing Area.
