The Ministry of Construction has just issued Decision No. 949/QD-BXD dated June 17, 2026 on announcing amended and supplemented administrative procedures in the field of construction activities according to regulations on cutting and simplifying administrative procedures under the management functions of the Ministry of Construction.
Accordingly, announcing attached to this Decision the amended and supplemented administrative procedures in the field of construction activities under the management functions of the Ministry of Construction, including:
4 provincial-level administrative procedures
Issuing new construction permits for special-grade, grade I, grade II works (works not according to routes/According to routes in urban areas/Beliefs, religions/Statues, magnificent paintings/According to phases for works not according to routes/According to phases for works according to routes in urban areas/Projects).
Adjusting construction permits for special-grade, grade I, grade II works (works not according to routes/According to routes in urban areas/Beliefs, religions/Statues, magnificent paintings/Periodally for works not according to routes/Periodally for works according to routes in urban areas/Projects).
Issuing construction permits for repair and renovation for special-grade, grade I, grade II works (unlined works/Lined works in urban areas/Beliefs, religions/Monuments, magnificent paintings/Periodally for non-lined works/Periodally for lined works in urban areas/Projects).
Issuance of relocation permits for special-grade, grade I, grade II works (works not following the route/According to the route in urban areas/Beliefs, religions/Statues, magnificent paintings/According to phases for works not following the route/According to phases for works following the route in urban areas/Projects).

Issuing new construction permits for grade III, grade IV works (unlined works/Lined works in urban areas/Beliefs, religions/Statues, magnificent paintings/Periodally for non-lined works/Periodally for lined works in urban areas/Projects) and individual houses.
Adjusting construction permits for grade III and grade IV works (unlined works/Lined works in urban areas/Beliefs, religions/Statues, magnificent paintings/Periodally for non-lined works/Periodally for lined works in urban areas/Projects) and individual houses.
Issuing construction permits for repair and renovation for grade III and grade IV works (unlined works/Lined works in urban areas/Beliefs, religions/Statues, magnificent paintings/Periodally for non-lined works/Periodally for lined works in urban areas/Projects) and individual houses.

This Decision takes effect from July 1, 2026. The following contents expire from the date this Decision takes effect: Contents in Section A, Part II and Section C, Part II of the Appendix issued together with Decision 56/QD-BXD dated January 15, 2026 on announcing amended and supplemented administrative procedures in the field of construction activities according to regulations on decentralization, delegation, and delineation of authority under the management scope of the Ministry of Construction.
