Solutions to promote social housing policy

According to the Ministry of Construction, Bac Ninh is the leading locality in the country in developing social housing. Statistics show that Bac Ninh province has implemented 54 social housing projects for low-income earners and workers in industrial parks, with a total land area of ​​about 173 hectares.

Of these, 29 projects have been completed, partially completed, or are under construction, and 25 projects are in the investment preparation stage. When completed, the projects will provide approximately 7.1 million square meters of floor space with more than 77,000 apartments for approximately 231,000 people.

Explaining the results of social housing development that the locality has achieved, in an interview with Lao Dong reporter, Mr. Nguyen Tuan Dung - Deputy Director of the Department of Construction of Bac Ninh - said that, in addition to the policies to support investment in social housing construction issued by the Central Government, the Provincial Party Committee, People's Council, and People's Committee of Bac Ninh province have issued their own policies and mechanisms to support capital sources and administrative procedures, investment, and promote the development of social housing, especially social housing for rent for workers.

To help people buy social housing at the correct approved price and prevent profiteering, Bac Ninh province has increased propaganda and publicized selling and rental prices at social housing projects.

In early 2021, Ms. Nguyen Thi Tuyet Na (28 years old, from Nghe An) and her husband bought a 70m2 apartment in a social housing area in Vo Cuong ward (Bac Ninh city) for about 700 million VND. From home to Yen Phong Industrial Park - where Ms. Na and her husband work is about 10km. Before that, both of them had to stay near the industrial park for convenience.

“I bought this apartment because it is affordable, has guaranteed quality, and has lots of space for residents to play and socialize,” said the female worker.

Living in the same social housing area, Ms. Truong Thi Cap (62 years old, Bac Giang) said that when the project opened for sale, her son and his wife submitted their application to the Department of Construction of Bac Ninh province and were approved as eligible to buy a house.Ms. Cap's family's apartment includes 1 living room, 2 bedrooms and 2 bathrooms.
"The service fee here is 4,000 VND/m2, suitable for families of workers and laborers like us," Ms. Cap said.

Planning an additional 350 hectares of land for social housing development

Mr. Dao Quang Khai - Permanent Vice Chairman of Bac Ninh Provincial People's Committee - said that implementing the Prime Minister's Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", through the review and planning work of the whole province, 350 hectares of land for social housing development have been arranged in the zoning and detailed planning projects, when completed, to meet the demand for about 120,000 more apartments.

"The province assigned the Department of Construction to take the lead in developing the province's own policies and mechanisms to attract investment in social housing construction," said Mr. Dao Quang Khai.
