Phu Lam Social Housing Project (Phu Luong Ward, Hanoi) invested by Hai Phat Investment Joint Stock Company. The project is built on a land area of 45,122 m2, under the form of direct investment from non-budgetary sources.
The scale of the project includes 5 high-rise buildings CT01, CT02, CT03, CT04, CT05, each building has 18 floors, 1 basement. The first floor is arranged for commercial services and community activities; the second to 18th floors are apartments; the basement is for parking, technical; the attic (19.) is arranged for technical and elevated.

The total construction floor area is 171,106 m2 (excluding the basement), of which the apartment floor area is 117,307 m2, construction density is 43.8%, population is about 3,910 people.
The total number of apartments in the project is 1,902, including 1,126 social housing units for sale, 408 rental units and 368 commercial units.
In this second phase, there will be 128 apartments subject to social housing for rent for sale opened for sale after 5 years of lease. Accordingly, the subjects submitting the documents are customers renting social housing at the Phu Lam Social Housing Project who have met the 5-year lease term in accordance with current law.
The selling price of social housing at the project (excluding 5% VAT and 2% maintenance fee) is 13,619,144 VND/m2; the rental price (excluding VAT) is 45,396 VND/m2/month.
The registration documents are based on the Housing Law 2023, Decree 100/2024/ND-CP, Circular 05/2024/TT-BXD and Decision 25/2019/QD-UBND of the Hanoi People's Committee.
The time for receiving documents is from August 18, 2025 to October 1, 2025, except for Saturdays, Sundays and holidays. Morning reception time is from 8:30 to 11:30, afternoon from 13:30 to 16:30.
Previously, in the first quarter of 2025, the Hanoi Department of Construction informed about receiving the first phase of social housing registration documents at the Phu Lam social housing project (Phu Lam ward, Ha Dong district) after 5 years of lease.
The project includes 5 high-rise buildings CT01, CT02, CT03, CT04, CT05. Each building has 18 floors, 1 basement. In which, the first floor is for building commercial services, community activities, the second-18 floor is for building apartments.
Notably, in the first phase, there will be 408 apartments for rent with an area of 48 - 69m2. The selling price of social housing (excluding 5% VAT and 2% maintenance fee) was announced to be more than 13.6 million VND/m2.
