According to Official Dispatch 523/BTD-NV1 dated September 4, 2025 of the Emulation and Reward Board (Hanoi Department of Home Affairs), the list of 10 individuals expected to propose considering awarding the title of "Excellent Capital Citizen" in 2025 will be consulted by the people before submitting to the competent authority for decision.
1. Architect Tran Ngoc Chinh (born in 1949) - Chairman of the Vietnam Urban Planning and Development Association, former Deputy Minister of Construction: Director of many large planning projects (Con Dao, Vung Tau, Da Nang, Dung Quat, Ca Mau, Ho Chi Minh Road). For Hanoi, he participated in the project to expand the boundary (2008), adjust the 2020 Master Plan, the 2030-2050 Plan and the consulting working group to adjust the Capital Master Plan to 2045, with a vision to 2065. Third Class Labor Medal, Certificate of Merit of the Prime Minister.
2. Associate Professor, Dr., People's Doctor, Colonel Nguyen Kim Nu Hieu (born in 1942) - former Deputy Director of Military Central Hospital 108: Enlisted in the army from 1965, fought in the battlefield of Quang Tri in 1972; has conducted many studies on infectious diseases (cephalery, dysentery, hepatitis), contributing to reducing mortality. Participated in teaching, chaired scientific topics; co-authored many professional books. After retirement, he continued to work in social work. Many medals and titles of "Excellent Doctor", "People's Doctor".
3. Dr. Nguyen Van Hoa (born in 1946), Chairman of the Board of Directors of Nguyen Binh Khiem Secondary and High School: Established a two-session/day boarding model since 1993, developed the Nguyen Binh Khiem - Cau Giay system with more than 3,000 students, and added experience centers in Vinh Yen and Hoai Duc. Author and co-author of many books on "happy schools", documents on teacher training; participated in consulting on drafting SGK 2018 and volunteer activities. Medals, Certificates of Merit of the Prime Minister, many emulation titles.
4. Prof. Dr. Architect Hoang Dao Kinh (born in 1941) - Leading expert in heritage conservation, former Director of the Center for Design and Restoration of relics (now the Institute for Monuments Conservation), Member of the National Cultural Heritage Council, Vice President of the Vietnam Architects Association. Advised and chaired many key renovation projects in Hanoi: Opera House, Tay Dang communal house, Kim Lien pagoda, Temple of Literature - Quoc Tu Giam, Duong Lam ancient village... Author of many books; Second Class Labor Medal; award "Bui Xuan Phai - For the love of Hanoi".
5. Mr. Ha Tung Lap (born in 1977) - Head of the Cloud Department - Hanoi Sports and Physical Training Center: From athlete to Head Coach of the national women's team (2004-2014), contributed to winning dozens of medals at the SEA Games, ASIAD, and world tournaments. As a manager, Hanoi cloud bridge continuously leads the country; the teams achieve HCV at the 32nd SEA Games, the 2023 Asian and World Cup. Awarded the Third Class Labor Medal by the President; many Certificates of Merit from the Prime Minister, the Ministry of Culture, Sports and Tourism, and the City People's Committee.
6. Professor, Dr. and Institute Director Tran Dinh Long (born in 1941): Chaired the breeding of 26 new plant varieties (10 soybean varieties, 6 peanuts, 4 green bean varieties...), of which L23 peanuts and DT26 soybeans are protected, helping to increase farmers' income by 15-20%. Published 25 books (3 university textbooks), training many generations of cadres. Chairman of the Hanoi Agricultural Development Program (2009-2021), promoting gene conservation and transfer of high-quality rice varieties. Many awards and medals; in 2024, he was honored as a typical Uncle Ho's education.
7. Musician Truong Ngoc Ninh (born in 1943): Author of more than 500 songs and works of musical instruments, stage music, and dance; formerly held the position of Deputy Director of the Hanoi Department of Culture, Sports and Tourism, then Chairman of the Hanoi Music Association (2016-2021), organized many creative campaigns about Hanoi (celebrating the 65th anniversary of the Liberation of the Capital, 1,010 years of Thang Long...). State Award for Culture, Sports and Tourism; many awards from the Vietnam Musicians Association and at all levels.
8. Mr. Luu Hoang Phuong (born in 1989) - Head of the Construction Technical Team, FECON Joint Stock Company: Urban underpass construction expert, in charge of construction measures and operation of TBMs of Hanoi Metro Line 3. The orientation drilling initiative at Yen Xa Project and the TBM landslide solution through S10-S11 terminal help shorten the progress, saving nearly 50 billion VND. Having an article in Springer magazine; actively participating in social activities. Received many awards for "Initiative, Innovation", title of "Good people, good deeds" 2025.
9. Lieutenant Colonel Dang Viet Quang (born in 1975) - Head of the Criminal Police Department, Hanoi City Police: Deputy Head of the Investigation Police Agency, proactively advises and directs crime suppression, ensures social order; directly directs the investigation of many major cases. For many consecutive years, he has been an Emulation Fighter; awarded the First and Second Class Medals of Merit; Certificates of Merit from the Prime Minister, the Ministry of Public Security, and the Hanoi People's Committee.
10. People's Artist Nguyen Van Tinh (born in 1964), Phu Nghia Bamboo and Rattan Association: More than 50 years of working with rattan and bamboo, creating clouds, bamboo, rattan with iron, pottery, lacquer; winning many prizes (first prize "Golden-V" 2006; first prize in Vietnamese handicraft products 2008). Performing and exhibiting domestically and internationally; actively passing on the profession, creating jobs, and doing charity work. Many Certificates of Merit from the Hanoi People's Committee, the Ministry of Agriculture and localities.
