On the afternoon of November 23, the National Assembly voted to pass a Resolution on the results of the thematic supervision of "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".
The voting result was 421/423 delegates in favor, 1 delegate against, and 1 delegate abstained.
In the Resolution, the National Assembly requested to have appropriate solutions and thoroughly handle real estate projects facing difficulties, legal problems, and stagnation due to prolonged implementation and changes in laws over time.
The settlement is based on a comprehensive consideration of objective practical factors, specific historical circumstances, a full assessment of the benefits - costs and feasibility of the settlement to ensure the legitimate rights of the State, people and businesses; not "criminalizing" economic - civil relations; clarifying the connotation of "not legalizing violations".
The Resolution also assigned the Government to direct ministries, branches and localities to continue performing the following tasks.
Actively monitor the situation and developments of the real estate market. Strengthen research, analysis and forecasting to promptly take measures to regulate and improve the market on the principle of respecting market rules.
Ensuring sustainable development goals, preventing the market from "overheating" or "freezing", negatively affecting the overall development of the economy, causing social consequences.
There are regulatory measures to diversify products for the real estate market, harmonize supply and demand, increase real estate supply suitable for the income of the majority of people, meet housing needs, and ensure social security.
There must be a fundamental, long-term solution to bring real estate prices back to their intrinsic value, preventing manipulation and the use of land use rights auctions to create price "fever".
Reporting before the delegates pressed the button, Chairman of the Economic Committee Vu Hong Thanh said that there were opinions suggesting considering assigning the Government to provide guidance on "not legalizing violations", because this is a big issue that needs to be reported to competent authorities or regulated by the National Assembly.
The National Assembly Standing Committee would like to accept and revise the Draft Resolution in the direction of assigning the Government to clarify the content of "not legalizing violations" in the process of developing solutions to resolve and handle projects with legal problems.
In addition to the above tasks, the Government is also required to completely resolve projects that are within its authority or have been decentralized or assigned to the Government, ministries, branches, and localities.
The next request from the National Assembly is to continue reviewing other projects with difficulties and legal problems, minimizing the impact of the review on normal, continuous business operations and the legitimate and legal interests of businesses and people.
Classify, clearly identify causes and responsibilities, and propose appropriate solutions to report to competent authorities.
Implement specific solutions to effectively implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030" to ensure progress, quality and suitability to the needs, working and living conditions of beneficiaries.
Review the implementation of housing support mechanisms and policies for people with revolutionary contributions, poor and near-poor households to actively and effectively implement them. Have practical solutions to renovate old, degraded apartments that do not ensure safety and living conditions for people.
