Ho Chi Minh City measures and counts people's property before announcing land acquisition
The Ho Chi Minh City People's Council has just passed a resolution stipulating the order and procedures for conducting investigations, surveys, recording the current status, measurement, inventory, statistics of recovered land area and assets attached to land; determining the origin of land to serve the implementation of projects in the area.
With the new regulations, based on the list of projects approved by the Ho Chi Minh City People's Council, the unit performing the task of compensation, support, and resettlement shall prepare a cost estimate, select a measuring unit and deploy investigation, survey, and inventory work. The commune-level People's Committee will issue a notice to organize investigation, survey, measurement, and inventory, clearly stating the scope and time of implementation.
New regulations on the authority to issue construction permits from July 1, 2026
The Government issued Decree No. 217/2026/ND-CP detailing a number of articles of the Construction Law on construction activity management; in which, clearly stipulating conditions for issuing construction permits.
The Decree stipulates that the People's Committees of communes issue construction permits for grade III, grade IV works, and individual houses of households and individuals in their managed areas (except for works specified in industrial parks, export processing zones, high-tech zones, and economic zones).
The Management Board of industrial parks, export processing zones, high-tech parks, and economic zones issues construction permits for projects invested in construction in industrial parks, export processing zones, high-tech parks, and economic zones within the assigned management scope.
