The consortium of Hanoi Housing Investment and Development Corporation (HANDICO) and Viglacera Corporation - JSC has just announced the organization of an online draw program for the right to buy, lease-purchase, and lease social housing at building CT3 under the Social Housing Construction Investment Project at land plots CT3, CT4, Kim Chung New Urban Area (Thien Loc commune, Hanoi city).
According to the joint venture of investors, the lucky draw program is organized based on the list of dossiers that meet the conditions according to regulations at CT3 building (phase 1) after reviewing dossiers and having opinions from the Hanoi Department of Construction. This list has been publicized on the electronic information pages of HANDICO and Viglacera.
The lucky draw program aims to determine the right to buy, lease-purchase, lease and apartment code at CT3 building of the project.
According to the plan, the lucky draw program will start from 8:30 am on July 4, 2026 and will be organized online. To log in to the lucky draw system, customers will receive an OTP code (one-time password) sent via SMS message to the phone number registered in the application.
The program is applied to customers who register to buy, lease-purchase, or lease social housing that meet the conditions to enjoy social housing policies. This list has been compiled by the joint venture of investors, reported to the Hanoi Department of Construction for inspection and publicized on the electronic information pages of the two units.
Subjects eligible to participate in the draw are divided into two groups. The priority group includes: people with meritorious services to the revolution (U1), relatives of martyrs (U2), people with disabilities (U3), people arranged for resettlement in the form of buying, renting, or renting social housing (U4) and women (U5). The remaining group are subjects who are not prioritized.
For the lottery for buying and lottery for renting social housing, each lottery is divided into three rounds. Round 1 is for subjects U1, U2, U3 and U4. Round 2 is for subjects U5. Round 3 is for the remaining subjects and cases belonging to group U5 who did not win rights in round 2.
The investor consortium said that the lottery program is supervised by representatives of state management agencies to ensure objectivity, transparency and compliance with the provisions of point g, clause 1, Article 34 of Decree No. 54/2026/ND-CP dated February 9, 2026 of the Government on amending and supplementing a number of articles of decrees in the field of housing and real estate business.
The investor consortium also noted that participating in the draw is a voluntary civil right of the customer. In case the customer does not access the system or has accessed it but does not perform the "spin" draw operation within the prescribed time of the session, the system will record the customer voluntarily giving up their rights and closing the draw session of that application code. Cases that do not perform the operation will have no draw results.
The draw results, including the list of customers winning the right to buy, lease-purchase, lease and detailed apartment location, will be publicized on the official electronic information page of the joint venture of investors after the program ends.
