Despite achieving some positive results in the first 4 months of 2025, the development of social housing in many localities is still not commensurate with the actual requirements and goals set by the Government. In that situation, Minister of Construction Tran Hong Minh signed Official Dispatch No. 19 to the Chairmen of the People's Committees of provinces and cities, requesting more urgency and determination in implementing social housing projects.
According to the report of the Ministry of Construction, by the end of April 2025, the whole country had completed 15,614 social housing apartments and started 17 projects with a total scale of 17,664 apartments.
Many localities such as Hai Phong, Bac Ninh, Bac Giang, Nghe An have shown proactiveness in including social housing development targets in socio-economic development plans, while urging investors to start construction and complete projects on schedule.

However, the ministry also frankly pointed out that many provinces and cities have not yet established a separate Steering Committee on social housing, have not updated targets in the socio-economic development plan, and have not even started any projects. Enterprises investing in this field still face difficulties in accessing land, construction investment procedures, credit and preferential policies.
Facing that situation, the electricity of the Ministry of Construction requires localities to promote the direction and organize the implementation of tasks assigned by the Prime Minister and the Government. The addition of social housing development targets to the provincial socio -economic planning system is mandatory, accompanied by priority to arrange resources to ensure the completion of the goals set out by 2030.
In particular, each locality must establish a Steering Committee for Social Housing Development to directly monitor, remove obstacles and promote the progress of project implementation in the area. The projects that have started construction need to be reviewed and specifically worked with investors to take measures to speed up progress, ensuring completion in 2025. At the same time, investors must implement a periodic reporting regime so that localities can promptly grasp the situation.
For projects that have selected investors, local authorities need to proactively support and guide the completion of investment, planning, land and construction procedures. The Ministry of Construction emphasized that early start of construction in 2025 not only contributes to completing short-term goals, but also creates momentum for the period 2026 - 2030.
The effective use of land plots planned for social housing is also urgent. Localities need to quickly complete investment procedures and select investors to effectively exploit land funds, avoiding desertification that causes waste of resources.
In addition to reviewing and supplementing land use planning and construction planning, the Ministry of Construction also recommends that localities develop clear incentive mechanisms, creating a favorable environment for businesses and cooperatives to invest in the social housing sector.
Another important content is to cut and simplify administrative procedures, from project approval steps to site clearance, to shorten implementation time.
Regarding the preferential credit capital of VND 120,000 billion, the dispatch requires provinces and cities to continue to make a list of projects eligible for loans, publicly announce them so that banks have a basis to implement lending and support investors.
The report on the results of the implementation of social housing development must be implemented periodically quarterly and sent to the Ministry of Construction before the 25th of the last month of the quarter to summarize and report to the Prime Minister. The Ministry also affirmed that it will conduct periodic inspections, closely monitor the implementation process in each locality to promptly remove difficulties, ensure the progress and quality of the project.
The telegram of the Ministry of Construction clearly demonstrates the Government's strong determination in realizing the goal of "housing for everyone", especially for low-income people, urban workers and laborers. This is not only an urban development task but also a key social security policy in the current period.
