This Decision details Clause 2, Article 9 of Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on cases where people with houses owned by them but far from their workplaces are entitled to social housing support policies in Quang Ninh province.
The National Assembly's Resolution expands the subjects eligible for social housing policies for people with private houses but not convenient for going to work, and empowers localities to clearly define criteria.
According to the decision of Quang Ninh Provincial People's Committee, there are 2 groups of beneficiaries who are entitled to social housing support policies.
In which, cases that already have houses of their own but far from their workplaces are entitled to social housing support policies in Quang Ninh province when they fully meet the following conditions: Having only houses of their own but 30 km or more away from their workplaces; Cases currently working in Quang Ninh province (continuous working time of at least 12 months).
However, this group of subjects is only allowed to register to buy or lease social housing for social housing construction investment projects within a radius of less than 15 km from the working location.

For subjects of the People's Armed Forces who already have houses owned by them but far from their workplace, they are entitled to social housing support policies in Quang Ninh province when they meet the conditions of having only houses owned by them but 10 km or more away from their workplace.
This group of subjects is allowed to register to buy and lease social housing for social housing construction investment projects within a radius of less than 7 km from the working location.
Quang Ninh Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments, agencies, branches, agencies, and units to inspect the implementation of regulations, summarize the results of implementation and report to the Provincial People's Committee for summarization and reporting to the Government and the National Assembly.
Investors of social housing construction projects in the province organize project implementation, organize the receipt and review of dossiers for purchase, lease-purchase, and lease of social housing and perform other responsibilities of related investors in accordance with the order, procedures, and provisions of law; promptly detect and report to the Department of Construction and relevant units to consider and remove difficulties, obstacles or new issues arising (if any) for consideration and handling according to their authority.
In the process of organizing implementation, if difficulties and obstacles arise, relevant agencies, units, and organizations should reflect to the Department of Construction to summarize and report to the People's Committee of Quang Ninh province for consideration, amendment, and supplementation to be appropriate.
