Buying social housing for the wrong subjects
Recently, Bac Ninh Housing Development Investment Joint Stock Company has sent a report to the Department of Construction of Bac Ninh province on the granting of pink books to residents at the Hoa Long - Kinh Bac Low-income Housing Area project.
According to the report, 58 apartments in the project (23 apartments in buildings A1 and A2; 35 apartments in building A3) submitted a petition to the competent authority about the time to issue pink books.
Through inspection and review, the Company has compared with the home purchase registration documents and directly contacted households whose names are on the recommendation list. In which:
12 apartments responded without submitting a petition. The 4 apartments on the list are not on the list of customers signing apartment purchase contracts with the investor. In addition, there was 1 case where the apartment owner (after the Post-inspection Company 1) was not the right person to buy social housing.
The company has contacted many times to recover and refund money, and liquidate the contract, but the apartment owner, H.T.T, did not cooperate with the work.
The status of granting certificates for 58 apartments on the list of specific petitions is as follows:
14/23 apartments in buildings A1 and A2 are in the process of post-inspection in the second phase.
8/35 apartments in building A3 are in the process of post-inspection in the second phase.
2/35 apartments in building A3 are eligible for a book after the first inspection but have not been issued a book because: lost original documents of apartment 801A3 (Apartment handover minutes), apartment 803A3 is in the process of issuing a certificate.
The Company committed to conducting the third post-inspection of the remaining cases. In case of detecting unqualified subjects, buying and selling in violation of regulations (if any), the apartment will be required to be revoked and the contract will be liquidated according to the provisions of law.
Strictly and transparently handle information to prevent profiteering
The Department of Construction of Bac Ninh province has also just announced a list of buyers, renters, and social housing renters at 24 projects in the area on the Department's website.
The disclosure aims to make information about social housing transparent, avoiding profiteering and owning social housing for the wrong subjects.
At the end of 2024, the Department of Construction of Bac Ninh province also reviewed and handled 309 cases of buying/renting social housing that were not in accordance with regulations.
Specifically, the Department of Construction of Bac Ninh province said that the unit has organized many inspections, checks, urging, and reminders to strengthen state management of the situation of management, use, real estate market, and security and order at social housing projects in the province.
Through inspection and examination, the Department of Construction of Bac Ninh has recovered and forced to remedy the consequences for about 309 cases of buying/renting social housing for the wrong subjects, not meeting the prescribed conditions; fined 7 units with a total fine of 480 million VND.
Bac Ninh is the leading locality in the country in social housing development - according to the assessment of the Ministry of Construction.
According to the Prime Minister's 1 million social housing projects, Bac Ninh province is assigned to invest in the construction of at least more than 135,000 apartments for workers and low-income people.
According to the Department of Construction of Bac Ninh province, there have been 71 social housing projects in the province with a total land area of about 255 hectares. When completed, the projects will meet about 9.12 million m2 of floor space with about 102,390 apartments.
Of these, 26 projects have been completed, 5 projects have been partially completed with a total of 20,726 apartments. The remaining 45 projects are being implemented; organizing compensation and site clearance for investment and construction.
