For commune-level administrative units formed by merging from 2 commune-level administrative units, 1 common headquarters will be arranged for the activities of the Party Committee, the Fatherland Front, mass organizations with the People's Council, People's Committee (government) and 1 working headquarters for the police and military agencies.
For commune -level units formed by merging from 3 to 5 commune units, arranging 1 headquarters for the activities of the Party Committee, the Fatherland Front, mass organizations; 1 headquarters for People's Councils, People's Committees and 1 headquarters of police and military agencies (communes do not merge the status quo of facilities to perform tasks).
The remaining commune and district-level administrative units will prioritize the conversion of functions to serve as medical and educational facilities, and use for other public purposes of the locality; reclaim to assign organizations with the function of managing and trading local houses for management and exploitation according to regulations...
